Study On Family Planning Policy Implementation In Countryside Of China By Interest Games

Family planning policy is the basic state policy in China, but there are so many situations occurred in the implementation, like the invalid execution, or even the distortion of the policies, especially in the general countryside. It is mainly because the family planning policy involves the complex interest relations, hence, using the Interest Games Theory to analyze it thoroughly on the basis of consideration and conformity of these interests is the key to find out the problems and countermeasure when implements the family planning policy in the countryside.Therefore, this paper has constructed"The Tripartite Interest Games Model"of implementing the public policy, and according to it, has divided the interests and the main represented bodies into three kinds, which the family planning policy contains. First, the National Community, which represents the public interest, is called the body of public interest in this paper. Second, the implementing agency, which represents the interest of local government, organization and the officials, is called the body of implementing agency interest here. Third, the villagers who represent the interest of the private, is called the body of private interest.With those foundation, this paper proves that Chaoyang district in Shantou city, is the typical area of invalid implementation of the family planning policy, and chooses the L village as the case in that area. According to the logic of"The Tripartite Interest Games Model", this paper emphasizes on analyzing the process of interest game in L village when to implement the family planning policy, and trying to discuss the result of the game. The basic conflict of the interests between the public and the private leads that it is taking the national enforces and institutional escape of the villagers as the result during the process of the game; the ambiguity of the interest body of the implementing agency leads that it is implementing thoroughly on one hand, and manipulating the inspection of the family planning by false means on the other hand during its game with the body of public interest; again, it coexists between the conflict and the cooperation which occurs to the game between the body of the public interest and implementing agency. So these three pairs are non-cooperative, and the result of the games is not balanced.Based on those situations, this paper reconsidered three facts which affect the process and result of the game greatly: the family planning policy, the assessment institution of the family planning and the culture of the birth in the countryside, and trying to find out the suggestions of solving the problem. Besides the need of adjustment and reform of the family planning policy, there are many other measure to be taken, like consummating the mechanism of the old social security in the countryside, treating the assessment institution of the family planning correctly, improving the quality and treatment of the executed leaders, setting up the new birth culture and so on. These can benefit every interest body to increase the cooperation and decrease the conflict when to implement the family planning policy in the countryside, and also benefit for improving the execution quality.
