Research On The Problems And Countermeasures Of Family Planning Interest In Heze City

Since the basic national policy of family planning had been fully implemented at 70 s of the 20 th century in China,the majority of family planning workers had explored and practiced actively in the process of implementing the family planning policy.Accordingly,a new working method named family planning interests oriented system had been established gradually.The interest-oriented mechanism of family planning provided necessary compensation of economic interests and political status for family-planning families,helped to solve practical difficulties in life and effectively guided the broad masses to implement the family planning policy consciously,which played an important role in controlling excessive population growth,alleviating the pressure of population,promoting the optimization of population structure,improving the quality of the population,etc.But with the promotion of family planning work and development of the society,the current situation of Chinese population had changed significantly.In order to adapt the new situation of population and economic society actively,CPC Central Committee and The State Council issued on the decisions of implementing the universal two-child policy and improving the management of family planning services in January 5,2016,which put forward to implement the universal two-child policy safely,solidly and effectively.In this new period,the new connotation of the basic national policy of family planning had been given,and the new direction and requirements of family planning interests oriented system had been put forward.While it was based on the background of serving for“advocating one child” previously,the original family planning interests oriented system would cause lots of problems after the implementation of the universal two-child policy inevitably.Therefore,how to adjust the family planning interests oriented system,solve problems faced and give full play to its positive role in the policy background of the universal two-child policy had become a new important and challenging issue.It was an important measure by constructing the family planning interests oriented system which adapts to the universal two-child policy,in order to encourage people to respond to the call of the party and the government,give birth to children according to the policy consciously,as well as promote long-term and balanced population growth.In order to implement the universal two-child policy and deepen the reform of the family planning service management,adjusting the family planning interests oriented system was needed.Heze City,located in the Central Plains area,as a backward area in Shandong Province which is the economic province in the east of China,is a representative sample.The current Heze City family planning interests oriented system was based on the policy of “advocating one child”,which had formed a complete system of policies after a long period of implementation and improvement,indeed played an important role in the period of “advocating one child”.This paper choosed the family planning interests oriented system in Heze City as the research object.In the process of the study,I focused on literature collection and theory with practice by making full use of the convenience of my work.Firstly,I collected and arranged relevant literatures of the research,analyzed the studies of the domestic and foreign scholars by literature method.Secondly,this paper expounded family planning,family planning interests oriented system,the universal two-child policy connotation and the development of our family planning interests oriented system,meanwhile introduced the theoretical basis of this study briefly.Thirdly,this paper analyzed the background,the main content and the implementation effect of the family planning interests oriented system in Heze City on the basis of consulting documents and field visits.Fourthly,under the policy background of the universal two-child policy,this paper discussed the problems of the family planning interests oriented system in Heze City,and analyzed the causes of the problems.Fifthly,this paper discussed Japan,Singapore and South Korea as examples to elaborate the experience and enlightenment in the practice of interests oriented system in other countries.Finally,under the background of the universal implementation of two-child policy China,this paper explored the adjustments of the family planning interests oriented system in Heze City,analyzed the principles to follow and put forward specific countermeasures.The research results of this paper adapted the needs of family planning work under the universal two-child policy,as well as the important reform and innovation in the work of family planning,which provided useful inspiration for the government on how to solve problems faced and adjust the family planning interests oriented system to meet policy requirements and needs of the masses of the new period,also provided a great potential for promoting the steady,sustained and healthy development of the population and family planning work.
