Rural family planning worker plays an important role in the implementation of China's family planning policy in rural areas; especially when the family planning policy is not very perfect, the rural family planning worker's effort is the key to the effective implementation of the family planning policy in rural areas. A major problem of China's implementation of the "universal two-child policy" now is "baby rush", and this phenomenon has appeared in the Yicheng pilot. In fact, family planning workers in rural areas can effectively curb the "baby rush" phenomenon led by "two-child policy of Yicheng". It has some reference value for the new rural family planning policy.However, the current academic circle paid more attention towards the macro policy and population data changes, but less to the family planning policy implementation. And the related surveys focused more on questionnaire survey and data analysis, and lack little in-depth interviews to the grassroots family planning worker. The grassroots family planning worker is the final link and the key link in the policy implementation and their work plays an important role in the policy's success. In order to fill the gap of research, this paper adopts the in-depth interview by selecting family planning workers from several model villages of Yicheng in family planning as the interview objects, and tries to provide some reference to "universal second child" family planning in other rural areas in ChinaIn the cases of Yicheng, the worker's multiple identities and roles such as the woman, the village doctor and the village cadre, are all helpful to the family planning work. A noteworthy point is that by using their own advantages, changing their roles and properly shifting their interactive mode, the workers can establish a sound social network in the village and solve the problemsHowever, the wage of China's rural family planning workers needs to be improved. Although the professional dedication is admittedly important, in the current social condition, it is not realistic that one man's unconditional and conscientious devotion is required regardless of his economic and spiritual interests. In fact, due to the low income, Yicheng county has faced with the problem of insufficient rural family worker:the older generation of rural family planning worker is unable to continue the work, but the new generation of the worker needs to be recruited. Low wage has become the practical problems in the rural family planning work.The social-interaction theory emphasizes how people act on others and how they react to each other. The family planning worker would be constantly aware of their action's impact on the others; and in turn, they can also be affected by other's expectations. The role-play is the most basic way of interaction in which people continuously and internally explain the situation, and try to understand the meaning of other's action by imaging that they are just in other's situation. When the family planning worker is dissatisfied with people at childbearing age, they need to switch roles, think in other people's position, and try to understand the reason and the significance of their actions. In this way may they promote the understanding between each other and make the society more stable. The social-exchange theory is interested in the cost and reward of the people in the interaction process. Rural family planning worker expects the return from others, especially the economic compensation based on trust. In addition, the individuals with high interpersonal attractiveness are more likely to interact. Therefore, in the daily life people should pay more attention to cultivate the interpersonal attractiveness. To individual, the theory of social interaction can improve their communicative competence, and give some guidance for a better interpersonal communication; and to the whole society, the theory can maintain the social order, improve social relations, and maintain social stability.
