Population issue is a key factor in the social and economic development in thefuture. To effectively solve the problem of population management, adjust the familyplanning policy, is not only the key to ensure the coordinated development of economyand society with China’s population, but also the important safeguard to achieve thegrand goal of building a moderately prosperous society..All the work concerningpopulation and family planning must ultimately be applied to the grassroots. Since thedegree of implementation of the family planning laws and regulations at the grassrootslevel decides whether the target of stabilizing the low birth rate and solving thepopulation problem can be achieved. This is what we say "without a solid foundation,the earth shall move." In order to maintain a healthy in-depth development of populationand family planning work, not only do we need to manage well the various work at thegovernment level, but also we should deal with work with the focus on towns andvillages. Meanwhile, to crack the many problems facing the family planning work, wealso rely on the creation of grassroots.From the perspective of family planning work and opinion polls of J district, basedon literature and the use of visits as data and case support, this paper tests and evaluatesthe implementation of the family planning policy regulations of J district using acombination of theoretical and empirical research methods.The survey has found that the increase of various beneficial policies to people is theturning point of establishing a positive image of the family planning policy in the mindsof the masses. However, although the family planning has been greatly improved, thereare still many problems in the implementation which results in failing to carry out thepolicies, including some old problems that are still not changed, such as legal awarenessis not strong among the law enforcement team,“relationship” enforcement is serious,the quality is not high and the masses do not have good communication which leads tocontradictions, no sufficient system of supervision, ect. Meanwhile, some new problemshave to be solved as soon as possible, such as changes in promotional mode under the new era, fine-tuning of policy when people pay more attention to the "rights",“communication",“equality".Faced with these problems, we must conscientiously carry out assessment ofcurrent family planning policy and family planning. During the implementation of thenew policy, constantly improve and adjust the family planning policy and familyplanning work according to changing circumstances and new situations, so as toimprove family planning level. All these aim to provide a theoretical and practical basisfor improving the existing family planning policy and exploring the future direction ofChina ’s family planning policy.
