Study On The Implementation Of Family Planning Policy Under The Comprehensive Two-Child Policy

Birth policy is one of the most important public policies in a country or region,The implementation effect of the birth policy directly determines the population development trend of the country or region in the future,including the size and structure of the population,and brings a crucial impact on the economic and social development.Since the 1980 s,the family planning policy has become a basic state policy,during this period,with the change of population development situation in China,the family planning policy also underwent several adjustments.In 2013,the third plenary session of the 18 th central committee of the communist party of China(CPC)decided to launch the "two-child policy".The fifth plenary session of the18 th central committee of the communist party of China(CPC)in 2015 decided to fully allow two-child families.However,in the specific implementation of the policy,basic work at the grass-roots level is the foundation of population and family planning work.as the direct executor,such as a high sex ratio at birth,the stimulus effect of the universal two-child policy on population growth is limited.population aging and so on,all these bring challenges to the work of population and family planning in the new era.This paper takes Y town as an example.By sorting out the theoretical basis of the family planning policy,on the basis of visits and investigations,combining with my own work experience,I strive to fully and truly reflect the status quo of the family planning policy at the grass-roots level and summarize the problems and weak links in the family planning work.On this basis,countermeasures and suggestions are put forward to improve the effect of policy implementation:we will transform the functions of family planning institutions in towns and villages,allocate enough public service resources such as community-level health,education and old-age care,improve the supporting policy system that is conducive to childbirth,optimize the environment for policy implementation,and straighten out the relationship between towns and departments to form synergy.This paper mainly includes six parts:the first chapter introduces the background and significance of the thesis,the research status at home and abroad,the research contents and methods of the thesis,as well as the innovation points and shortcomings of the thesis.The second chapter explains the two core concepts and two theoretical bases,in which the originand development of the family planning policy is simply sorted out.The third chapter summarizes the implementation status and problems of family planning policy in Y town.By comparing and analyzing the population and family planning data in Y town in recent years,it summarizes the prominent problems in the implementation of family planning policy in Y town.It mainly includes the unclear family planning work,the high sex ratio of at birth,the lack of fertility potential,and the grim situation of population aging.The focus is on the limited stimulus effect of the universal two-child policy and the imperfect supporting measures.The fourth chapter analyzes the reasons behind the existing problems,mainly from the individual,the system,the practice of three levels to summarize.The fifth chapter puts forward the family planning policy management countermeasures and suggestions,mainly including the great efforts to carry out the family planning policy publicity,focus on strengthening the comprehensive treatment of the sex ratio of the birth,improve the ideology of the policy executors and the masses;Adequate allocation of public service resources at the grass-roots level;We should adjust and improve the policies related to the family-planning benefit-oriented mechanism and build a social support system to encourage family planning.At the same time,we will promote the sinking of departmental resources and accelerate the establishment of a working mechanism for the joint management of departments and towns.The sixth chapter makes a brief summary of the whole paper,and points out that it is necessary to improve the implementation of family planning policy at the grass-roots level.
