Study On The Implementation Of Rural Family Planning Policy

As basic national policy in China, "Family Planning" is being implemented till now, which has received great achievement. In the past thirty years, fertility rate of China met a significant change, while family planning work is always meeting with repulsions, which especially from floating population. However, the country has liberalized the second child policy, we still have to admit that China's population control state is still instability and imbalance, especially in the vast rural areas——The Cangnan Linxi as representative. This paper first introduces the family planning policy of the research background, significance, method, emphasis and difficulty, In order to make a deep research and Discussion on the implementation model of the family planning policy, the six kinds of theoretical models which are widely accepted in the West are compared with the top down oriented execution model which is applicable to the special national conditions of our country, then analysis of family planning policy in the implementation of the existing problems in the process. A gap exists in the childbearing desire of the people and the current policy, family planning in the management of the loopholes, family planning as a whole team needs to be improved, the process of policy implementation planning behavior is not regulated, the interest oriented mechanism of implementation is not in place, responsibility mechanism of family planning is not perfect. And the paper explains the causes of these problems, in order to solve these problems. It needs to constantly improve the understanding of family planning policy, strengthen the management of family planning according to law, attaches great importance to the family planning team construction, strengthen social support to collect, to strengthen the construction of benefit oriented mechanism, establishing and perfecting the responsibility mechanism at the same time, through one step a footprint, the steadfast work and fruitful efforts to let the masses of rural family planning enterprise steady development.
