Research On Interest-oriented Family Planning Policy In Hebei Province

The Family Planning interest orientation is to improve on all sides the quality ofmaternity and living standards of the vast number of families practicing FamilyPlanning with the combination of Family Planning program and social andlivelihood issues in the framework of economic and social development, based onthe fundamental interests of the masses.In recent years,under the background of“Stabilize the low birth rate, Solve population issues coordinately”,Hebei Province iscommitted to creating "Beneficial Family Planning" and has gradually formed a sixin one Family Planning benefit-oriented policy system,which includes “reward lowerbirthrate,succor the impoverished,free service,preferential policies,support thepoor,assist the old age”. This system provides more and more benefits for thefamilies practicing Family Planning that have the priority to share the fruits ofeconomic development and achieves good economic and social benefits.This article will combine the research of the Family Planning benefit-orientedpolicy and the situation of Hebei province, recall its history and evolution,introduceits main contents and enumerate the status of implementation of the policies in aspectssuch as financial input, covering people, construction of agencies of service systemand inter-sectoral coordination mode. The article also finds contents that need to beperfected in the implementation process through the analysis of changes in fertility,changes of the rates in line with birth policy and satisfaction of the Family Planningwork.The problems include the imbalance of the guiding role of “reward”and“punishment”;the larger pressure of financial security,the limitations of randomrescue mode,the great difficulty of interdepartmental coordination and the deletion ofnon-material-oriented policy.For these problems,the author proposes rationalsuggestions for the policy, which consist of strengthening the combination of the Family Planning interest orientation and social constraints,building a multi-levelsystem of shared investment to secure the balance of supply and demand of thefunds;upgrading the random rescue mode to the standardized social security systemmode;strengthening inter-sectoral collaboration and assisting the families that practiceFamily Planning through multiple channels;strengthening the role of spiritual guide inthe Family Planning interest orientation.The author completes a detailed analysis of the Hebei Family Planningbenefit-oriented policy system and proposes reasonable policy suggestions to enrichthe Family Planning benefit-oriented policy theory by using theories such as publicadministration, sociology and demography, and research methods such as literatureresearch, quantitative and qualitative analysis, personal interviews,etc.
