Tuition pricing is the focus on reality and theory of education economics. By using the framework of regulation economics and mathematics ,this paper derives the pricing strategies.The nature of the tuition for higher education is the price of the social private product. In the premise of pursuit the social welfare maximization ,. tuition price for higher education should be set up based on public pricing mechanism. marginal cost pricing for college and university is the pricing rule based on the social welfare maximization, while the average cost pricing is the pricing rule based on the social welfare maximization and the balanced budget constraint . This paper constructs the accounting method and the cost function method. to solve the college cost accounting problems. Higher education tuition pricing regulation can be divided into price level regulation and price structure regulation. Based on the price level of regulation, the paper constructs the marginal cost pricing strategy, the average cost pricing strategy , reasonable reward pricing strategy and the max price pricing strategy ; based on the price structure regulation, the paper constructs differential pricing strategy.
