China’s socialist education is composed of private education and public education.Private higher education is an indispensable force for the development of higher education in my country.After entering the 21 st century,my country’s economic strength has been greatly improved,the socialist market economy has achieved new development,and the tuition fees of private colleges and universities have continued to rise,forming a clear gap with the tuition fees of public colleges and universities.On November 7,2016,major revisions were made to the Law on Promotion of Private Education,and the classified management of private education in my country was officially launched.According to the specific policies formulated by each province,private colleges and universities need to make a choice within a certain transition period and re-register the nature of running a school with the relevant departments,and clearly register as a for-profit private college or a nonprofit private college.The "People’s Promotion Law" defines private schools of different natures,and stipulates that the tuition fees of for-profit private colleges and universities are regulated by the market,and private colleges and universities independently determine the tuition fees;guide price.In the past,the classified management of private colleges and universities has not been stipulated from the legal level,the law only stipulated the fees of private colleges and universities in principle,and did not specify the basis and mechanism of fees.After the classification management reform of private colleges and universities is launched,some new problems have arisen in the pricing of tuition fees in private colleges and universities,such as defects under different pricing mechanisms,unclear pricing index systems,and government supervision issues.Private colleges and universities are funded by social forces,and their tuition pricing is very different from that of public colleges.Therefore,it is necessary to study the tuition pricing of private colleges,especially private colleges of different natures.In this context,this paper studies the tuition pricing of private colleges and universities from the perspective of economics.This paper consists of six parts: Chapter 1 is the introduction part of this paper,which mainly explains the background of this article and the research significance of this paper,and the research significance of the paper is expounded of the topic selection,analyzes the research status of foreign and domestic scholars,and expounds the research framework and research methods of this paper.The second chapter explains the related concepts of tuition pricing in private colleges and universities,mainly including private colleges and universities,for-profit and non-profit under classified management,tuition and tuition pricing;using Marxist price theory,public product theory,human capital theory And the cost sharing theory analyzes the theoretical basis of tuition fees;and based on the above theories,studies the current theoretical difficulties of tuition pricing in private colleges and universities.Chapter3 mainly analyzes the status quo and existing problems of tuition pricing in private colleges and universities in my country.First,the current situation of tuition pricing in private colleges and universities is analyzed from three perspectives: classified management,tuition pricing mechanism under classified management,and tuition pricing level;The existing problems of tuition pricing are analyzed from two angles of specific problems.The fourth chapter mainly analyzes the factors that affect the pricing of tuition fees in private colleges and universities from three aspects: political factors,economic factors and market conditions,and constructs a multivariate nonlinear regression model to test the influence level of the relevant main indicators.The most important indicator is its per capita training cost.The fifth chapter analyzes the principles that private colleges and universities should follow when pricing tuition fees.On this basis,it is believed that private colleges and universities should be costand market-oriented to price tuition fees;And take CEST College as an example to calculate the tuition standard determined by the pricing formula.The last part of the article summarizes the research findings,and puts forward policy suggestions for the improvement of the tuition pricing system of private colleges and universities.There are two main innovations in this paper.First,based on the background of classified management of private colleges and universities,it enriches the research on the classified pricing of tuition fees of private colleges and universities.After private colleges and universities were subdivided into profit-making and non-profit in 2016 and the classified management reform was implemented,few scholars studied the field of Tuition Pricing of private colleges and universities.After CNKI limited the theme "tuition fees of private colleges and universities",the number of articles published after 2017 was 56;After limiting the themes of "private colleges and universities" and "Tuition Pricing",only 8 articles were published.This paper narrows the research field and studies the Tuition Pricing of private colleges and Universities under the background of classified management from the perspective of economics,which may improve the research in the field of Tuition Pricing of private colleges and universities after classified management.Secondly,it discusses the theoretical difficulties of Tuition Pricing in private colleges and universities,and puts forward a new opinion that the educational products provided by private colleges and universities with different properties can be divided into "quasi public products" and "quasi private products".Based on the public goods theory,this paper puts forward that the higher education provided by for-profit and non-profit private colleges and universities can be further divided into "quasi private products" and "quasi public products",which can be used as the theoretical basis for the Tuition Pricing Mechanism of different private colleges and universities. |
