Modern higher education concurrently has certain attributes of public goods and personal items, which is a quasi-public goods that has the positive exterior effect . The price of higher education product (school expense) cannot equally form and adjust completely by the supply and demand relations of education market like other personal goods, also cannot completely provide freely by the government like the pure public goods equally. The reasonable procedure is that the government and the educated undertake the education cost together, namely the government appropriates the education funds through the financial funds to the college and the educated pay the school expense to the school. In view of the present highly monopolized situation of our countries'higher education resources, the government has the necessity to carry on the control to its price, namely the stipulation school expense gathers standard in order to prevent the universities has the monopoly profit and avoid the universities get the monopoly cost.Through analyzing the theory of the higher education costs-fees, this paper calculates the Government must regulate the fees of higher education and the Private and the Government have to share the higher education costs jointly. Through the analysis of the composition and characteristics, this paper calculates the standard undergraduate's training cost in 2005 is 7500.95 RMB and the standard undergraduate's tuition is 4120.04 RMB in the light of "Ordinary Undergraduate Education Assessment Program (trial)" promulgated by the Ministry of Education in 2004 and the adjusted basis accounting method. This value is lower than the unite cultivation cost which is expressed by unite regular cost. The paper contrast the rise scope of comparable unit tuition standards and the corresponding period per person GDP rise scope, getting the tendency that the growth of higher education school expense is more quickly than the economy. The present situation of city and countryside division dual society structure worsens the negative society influence caused by compensates policy of higher education cost.
