This dissertation, which has the main line setting up "a strong country in higher education" which is mentioned in China's National Education Plan for The Long-term Reforming And Developing(2010-2020), relying on competitiveness evaluation Indicators of higher education, chooses twelve indicators which can fully reflect development of higher education and are included by the following four aspects of higher education:the economic background, expenditure inputs, scale and quality, the contribution to society, and compares folly China with OECD, EU, especially the USA in the area of higher educaion level, then shows objectively the gap between China and the USA with the data, by setting the 2010,2015,2020 as the three observation points, finally propose the solutions in how to being a strong country in higher education.Full-text is divided into six parts. The first part is about introduction, research origin, research current status, research ideas, the core concepts, research significance, research methods. The second part is about the status of higher education in both china and, foreign, it introduce simply the devolopment of higher education in "strong countries"and China, and analyze the problem of China higher education. The third part is about choosing the indicators of higher education competitiveness evaluation. After analyzing the similarities and differences between China higher education statistics evaluation indicators and foreign, according to the principles of indicators in education, it chooses twelve indicators. Part four is the comparison between "strong countries"and China in the twelve indicators. Part five is showing objectively the gap between China and strong countries with the data, by setting the 2010,2015,2020 as the three observation points which is the objectives of higher education setted by the country's national education plan for the next decade. The last part is proposing the main steps and solutions in how to being a strong country in higher education based on national conditions.The result shows that:the country's national education plan for the next decade is proposed in a appropriate historical period which China higher education is going through the stages of leap-forward development. It is not only the objective need of being a strong human resources country, but also the new requirement of economic social development on higher education reform. But the gap is significant and China still far away from the goal of being "a strong country in higher education". Therefore, people should be calm and cope with challenges in the road of being "a strong country in higer education".
