In the past 40 years of reform and opening up,China's colleges and universities have shifted from free charge to partial charges and to comprehensive fees.This reform was of great significance in the history of the development of Chinese universities.On the one hand,the college-fee-system has increased the sources of funding for colleges and universities,which has greatly eased the pressure of financial.On the other hand,it provides a strong support for the expansion of China's colleges and universities,and promotes the transformation of China's higher education from elite education to mass education.From a historical perspective,the charge system of college is an inevitable choice to adapt to China's economic and social development and to conform to the trend of the times.However,in the 20 years since the implementation of the comprehensive charging system,new problems have been inevitably arised,which will continue to hinder the further development of higher education in China.First of all,the author has made a simple review of relevant research at home and abroad through literature reading and collation.On the one hand,it defines the related concepts of education cost,higher education cost,college fees,college fees and cost compensation.On the other hand,it sorts out the theoretical basis and realistic basis of the implementation of college fees and cost compensation system in China.The theoretical basis mainly includes human capital theory,public product investment theory,education investment income theory and higher education cost compensation theory.The cost compensation policy is mainly based on the improvement of the willingness and ability of Chinese residents to invest in higher education,and the need for the quality development of higher education in China.Secondly,it introduces the implementation of the charging and cost compensation system of colleges and universities from both developed and developing countries,and analyzes the implementation status of the charging and cost sharing of colleges and universities in China by taking Jiangsu Province as an example.Then the level of fee and cost sharing in colleges and universities at home and abroad is compared and analyzed.Compared with the international level,the proportion of the cost-sharing ratio of higher education in China is unreasonable,the proportion of government public investment is low,and the proportion of social investment is high,and the independent income-generating capacity of colleges and universities is insufficient.Finally,in combination with China's national conditions,some policy recommendations have been put forward accordingly.For example,the government should further improve the financial input level of higher education,and establish a sound dynamic growth mechanism for college tuition,and encourage all sectors of society to actively invest in higher education through preferential policies and so on.
