A Study On Costs Sharing And Charging Policies Of Higher Education In Hubei Province

With the foundation and improvement of the system of socialism market economy, the no-charged higher education will no more exist in China. It is essential to analyze the output-input of higher education, research the sharing costs of higher education and establish a system of sharing costs of higher education which is fit for China and Hubei province. The dissertation will probe the problem on the expensived tuition at colleages in Hubei province by the sharing costs theory and policies of higher education.Firstly, the dissertation has expatiated the concept of higher education costs which are used in China and abroad. The sharing costs theory of higher education is introduced and the reason why the costs of higher education must be shared at present in China is put forward in the thesis. The responsibilities to the costs of higher education of government, student, colleage and society are indicated.Secondly, the dissertation has analyzed the sharing costs of higher education in Hubei province practically base on three different administrative levels universities which are governed by central government, provincial government, and the government submit to provincial government. The results of the analysis indicate that the government's responsibilities to the sharing costs of higher education are decreasing from central government to local government. On the opposite, students' responsibilities are more and more increasing. All these result to the social problem "expensive tuition at university".In the end, the dissertation has expounded the charge policies which are executived now at universities in Hubei province from several points, such as education costs, social consumption lavel, etc. Then some advice in sharing the costs and charge policies of higher education in Hubei province are given from different aspect: controlling the development speed of higher education, stabilizing charge policies, increasing government's investment, and decreasing the operation cost at universities.
