The Researches Into The Causes And Problems Of Chinese Floating Population And Into The Countermeasures Against It At Present

With the constant development of our society and economy after Reform and Opening, our country has seen a spring tide of the floating people that mainly come from the rural area and to the city. It is inevitable that our society and economy has been affected and impacted in different kinds of aspects by the more and more rapid floating population tide, which has drawn wide attracts from the society. Based on the theories of population migration and floating, using research achievements home and abroad for reference, the paper defines the floating people firstly and gives a concrete analysis of the main reason that floating population appears. It says that the appearance of Chinese floating people with the general characteristics of developing countries has been had an effect on by our policies and systems, including family planning policy and present educational system. In addition, the herd behavior in population floating is considered as an inneglegible important reason after an emphasized analysis, using the herd behavior theory introduced from the financial field. And there are several chief problems in floating population. For one thing, there are some problems from the policy and society which has an impact on floating population, embracing the bad effect by the slow reform of the household register system and land system, the problem of education of floating children and at-home children, the social welfare and ensurance, etc; for another, there are some problems from floating population, or floating people with lower cultural quality increasingly enforce pressure on our work of family planning. On the basis of the above analyses, the author recommends that the following countermeasures should be taken.1.In order to eliminate the handicaps from the household register system, a new multi-function citizenship card should be established, the information of which can be found on the computer web. The only ID card throughout one's life can be used in every side wherever he or she wants to go.2.The power that a peasant uses the land, which he or she gets from the government, should be kept for ever.
