A Comparative Study On The Methods Of Register-Based Population Census

With the development of social economic, population migration and floating phenomenon are become more and more intensified, the decline in the degree of mass coordination has resulted the traditional census based on questionnaire survey faced with many difficult problems, such as high cost of investigation, low data quality, heavy burden on investigation agencies and residents, and so on. Since twenty-first century, along with the economic integration, the government departments in order to perform their functions, collect and preserve more and more population administrative register. Because of the wide coverage, strong data timeliness and low cost, register-based population census is regarded as one valid ways to solve the problems of traditional population census, and it is also an inevitable choice. Up to now, Finland, Austria, Norway, Sweden, Slovenia, Holland,Iceland,Belgium,Israel,Poland,Spain,Singapore,Switzerland,Turkey and German has already carried out the register-based population census to replace of the traditional census, has accumulated rich experience. Based on it, this paper chooses Finland, Slovenia, Israel and Spain, carry out a comparative study on the methods of the register-based population census. This article is divided into five chapters.In the first chapter, this paper expounds the theoretical and practical significance of carry out a register-based population census methods, and made a brief overview and introduction on present related research situation of domestic and foreign.The second chapter is to discuss the basic problems of the register-based population census methods. This chapter systematically expounds the basic theory of the register-based population census methods, which is the theoretical basis of the full text of the study. Based on the concept and basic characteristics of the register-based population census methods, in this chapter, we analysis the premise condition and the basic mode of register-based population census methods, on the basis of this, deeply analysis the key problem of totally register-based population census method and the population census method combined use of simple surveys and register data.The third chapter is a comparative study on the "totally register-based population census" methods. In this chapter, we choose Finland and Slovenia, start form a series of angles to summarize and compare the successful experience between Finland and Slovenia, which are the development process of register-based population census, basic situation of the census, the situation of the legal guarantee, the selection of the administrative register types, population register systems, exiting population statistical data systems, the link routes among different systems, new population census statistic information acquisition and quality assessment and so on. Based on it, carry out a induction and summary about the "totally register-based population census" methods.The fourth chapter is a comparative study on the "population census method combined use of simple surveys and register data". In this chapter, we choose Israel and Spain, start form a series of angles to summarize and compare the successful experience, which are the development process of register-based population census, basic situation of the census, the selection of the administrative register types, population register systems, exiting population statistical data systems, surveys sampling system, the link routes, implementation steps, methods for estimating the total population and so on. Based on it, comparing and summarized the successful experience of the "population census method combined use of simple surveys and register data" between Israel and Spain.The fifth chapter is the conclusion of the study and some suggestions for reform China’s traditional population census method. This chapter compared and summarized the structural differences, institution differences and technology differences between "totally register-based population census" and "population census method combined use of simple surveys and register data". Finally, according to the successful experience of foreign countries and the basic situation of our country’s traditional population census, this chapter puts forward some policy suggestion on the construction register-based population census methods in China.In this paper the following aspects exciting innovation. First, based on administrative record statistics, on the basis of domestic and foreign research, try to conduct a comprehensive observe and study on the theoretical framework of register-based population census. In-depth analysis the register-based population census method’s basic issues, such as the basic characteristics, the premise condition, the basic model, the implementation steps, key issues and so on, fill in the bank of domestic research. Secondly, based on the exploration of the foreign advanced experience of register-based population census method, this paper made case analysis and depth comparison on "totally register-based population census" and "population census method combined use of simple surveys and register data", summed up a series of advanced experience with high reference value. Finally, combined with the advanced experience and the national conditions of our country, from the perspective of implantation register-based population census method, we pioneering put forward several policy suggestions on the reform China traditional census method.
