From new China was founded, our country had conducted six national population census respectively in 1953 and 1953,1982,1990,2000 and 2010. In terms of the census method, traditional methods of door by door and thorough investigation has been used. The population in our country is one of the most,population flowing become more and more serious and the degree of mass coordination is declining, which result in the traditional census based on questionnaire is faced with many problems,such as high cost of investigation, low data quality, heavy burden on relevant persons, and so on. Therefore, exploring a new method of census is one of the effective ways to solve the existing problems.The practice of most countries has proved the traditional census method has gradually replaced by "Population Census Combined Use of Sample Surveys and Register Data". The new method can not only make full use of existing data resources, but also save manpower, material and financial resources. On this basis, this paper tries to build the theory of census of population administrative records in combination with statistical survey, to interpret and compare the successful experience of. Further, analyzing the feasibility of our country in it, we attempts to put forward the specific path of new census method.The first chapter elaborates the theoretical and practical significance of conducting the method of "Population Census Combined Use of Sample Surveys and Register Data", providing the brief summary of studies in the domestic and abroad.The second chapter is the study of basic theory. This chapter summarize the basic definition and basic characteristics, analysis the needed basic conditions to conduct the new census and discuss the new census’s method step and technical difficulties to provide theoretical basis for this article.The third chapter summarizes and compares the international experience of new census. According to data integrity and availability, we select Netherlands and Switzerland to analysis the history of the census, the content of the census, the legal protection of the census, the use of administrative record, the building of administrative record database and administrative system, the use of existing statistical data,the conduct of sampling survey, population estimation method, and the linkage and integration between all kinds of data resources, and so on. Then, we compare and analysis the process of conduction.The fourth chapter is our country’s concrete path of "Population Census Combined Use of Sample Surveys and Register Data". According to the ideas and steps of the two countries, comparing with census content and selecting administrative records of population and the existing statistical data resources of population, we emerge them into the administrative record system to acquire part of the census information. For the rest information, a non-special investigation method is used and acquire on the basis of existing questionnaire.This paper innovates in the following areas:Ⅰ. We expound the theory of "Population Census Combined Use of Sample Surveys and Register Data"an try to induce its basic theory frame for filling the gaps in the domestic research. Ⅱ. For the first time, this paper analyze and compare the experience of country having conducted "Population Census Combined Use of Sample Surveys and Register Data" to provide a series of experience of high value. Ⅲ. Based on the experience and our country’s national condition,this paper pioneers to develop the research, putting forword the "Population Census Combined Use of Sample Surveys and Register Data"path of in our country firstly.
