As soon as the concepts of " life-long education " and "learning-based society" were proposed by Paul Langrand, a French adult educationist, and R.M.Hutchins, a famous American scholar respectively, people in numerous countries became aware of the importance of establishing a system of life-long education, promoting social members to study constantly throughout their lives and forming a learning-based society. What is more, the 21st century will be an era of knowledge-driven economy. How can we keep the capacity of competition during the transitional period from traditional economy to knowledge economy and learning –based society? From the perspective of constructing a community with great potentiality, establishing learning-based community is a possible answer. A community is not only the basic carrier of social members' life and social activities, but also the breakthrough point and the best medium of practicing "life-long education" and "life-long learning". And a Learning-based community can guarantee the sense of common interests and belonging, enthusiasm for learning, the improvement of its members' living standards, quality, and sustainable development of the community. Only by establishing, expanding and popularizing learning-based communities can learning-based society take its shape, since learning-based communities can serve as the base for regular study and make full use of the advantages of local regions. Regarding this, this text, which regards learning-based community as the foundation of realizing learning-based society, analyzes the cause, theoretical background and current situation of constructing learning-based community, and proposes some measures for the construction of learning-based community. This thesis is divided into four parts: the first part introduces the background of learning-based community. In this part, we have analyzed the cause of learning-based community from theoretical foundation and social background; the second part addresses the theory of learning-based community. In this part, we have mainly illustrated the meaning of learning-based community and relevant concepts, and made a brief inquiry about its forming conditions through the illustration of our understanding of the forming mark for learning-based community; the third part deals with the state of the art of research on learning-based community. In this part, an overview of the development of learning-based communities in China was provided at first. Then, basing on case studies of Shanghai, Nanning, Changzhou, we have pointed out some existing problems in constructing learning-based community in present China. The fourth part discusses measures for constructing learning-based community. In the final part, we have proposed some measures for the construction of learning-based community on the basis of the analysis of the preceding parts, especially the second part and the third part. The construction of learning-based community involves a lot of factors. In the perspective of its external cause, the establishment of learning-based community mainly correlates with the development levels of community economy, policy and education. More specifically, they include: economic supports and the opportunities and conditions for learning for members of community, community management system and security mechanism, the state of sustainable development, educational resources, education network, the developing direction (goal) of the community education, and the popularity of learning-based organization is popularized. From the perspective of its internal cause, the setting-up of learning-based community is also correlated with the demand for study and community's member's breaking away from out-dated traditional modes of thought. Specifically, on the part of the learners, they should develop an awareness of lifetime learning and regard learning as a social mainstream and a part of normal life. On the part of the administrators, they are expected to make life-long education their goal and illustrate it in law.
