Since the "life-long education" thought and "learning society" is put forward,establishing life-long education system and meeting community members’ continuouslearning needs, has become the world’s conscious choice in a number of countries.Community, as the basic unit of the urban construction, is the best carrier of practicinglife-long education and life-long learning thought. The learning-based community caneffectively foster community members’ common interests of consciousness and belonging,encourage the community members to participate in the study’s enthusiasm, improve thecommunity members’ cultural quality and the quality of life, and promote the sustainabledevelopment of the community, and finally promote the learning city and the establishment ofa learning society.The learning community was conceived in Europe in the18th century. With theinfluence of the learning community gradually enlarged, the construction of learning-orientedcommunity in the world get promotion. At the same time, Europe and the United Statesgovernment also successively formulated a series of policies to promote and guarantee theconstruction of learning-oriented community. The theory and practice of United States, Japan,northern Europe and other developed countries in the construction of learning-orientedcommunity has a learning construction reference and promote role in their lead and influencefor the rest of the world. With the range of the world community education and learningcommunity construction widely launched, the research and construction of learning-orientedcommunity has become a global trend.Comrade Jiang Zemin put forward the concept of "a learning society" at the2001yearsof human resources construction summit for the first time and our country’s construction oflearning-oriented community is gradually on track. As the party’s16big reports is held andthe convening of the2002-2005national talents construction planning of is published, China’sconstruction of learning-oriented community has increasingly been in pace of corporation. Atpresent, Beijing, Shanghai, Wuhan, Shenzhen, Tianjin, Suzhou, actively explore all membersof the community to improve the quality and the quality of life for the purpose of learningcommunity construction mode, and has achieved good results. Relative to character, the construction of learning-oriented community work in Hebeiprovince is late. Because of economic and education influence, whether in the aspect oftheory, the policy guidance or in the practice of building learning-oriented community inHebei province has very big disparity with other developed provinces and cities. With thedevelopment of the economy and The Times, the people’s life, learning and values arecorrespondingly changed. The more people will realize the self value,the more demand theywill have. In addition, the current education system of contradictions and limitations isinevitable lead to people’s more eager to have more by education opportunities to meet theirown learning and growing demand. The community education, learning-oriented community,as the carrier of lifelong education, can satisfy people’s needs of learning by everyone,learning all the time, learning everywhere and so building up a learning community, andsatisfying people’s needs of lifelong learning has become the voice of community members.Based on this, this paper sets Shijiazhuang learning-based community construction as anexample, choosing Meijijie community Hedong street Changan district, Eva communityDongyuan street Yuhua district, Tianyuan community Tianyuan street XinHua district,thethree cases, using the integration of literature and questionnaire and so on many kinds ofresearch methods, fully expounding on the basis of the theory of learning-based community,combined with the experience of the construction of learning-based community at home andabroad, this paper puts forward countermeasures to perfect the construction of learning-basedcommunity in Shijiazhuang. This paper includes five chapters. The first chapter is theintroduction, briefly introducing the background and significance of this study, learning-basedcommunity development at home and abroad, the research methodology, the method, themain contents and innovative points;The second chapter involves the theoretical foundationof learning-based community;The third chapter introduces the construction of learning-basedcommunity at home and abroad and its practice experience and revelation;Chapter four is themain part of the paper, analyzing the present situation of the construction of learning-basedcommunity of Shijiazhuang and its problems, and it puts forward some countermeasure to theconstruction of learning-based community of Shijiazhuang according to the aboveexperience;The last word in chapter5.The construction of learning-based community involved all aspects of many factors, suchas community economic, policy, education and the influence of community members such as the restrictions of their internal learning needs and learning concept. Because thelearning-based community construction in Shijiazhuang start late, existing many realproblems in the process of building, it needs specific suggestions to solve these problems.
