Private Colleges are an important part of tertiary education..There has been thousands of private colleges throughout the country since the first batch of private colleges approved by Ministry of Education in 1984. It has also develped rapidly in Zhejiang for the last ten years. To a certain degree, management level of administrative department at private colleges depends on its Competitiveness. Despite of its flexible management mechanism,, performance management of administrative department at many private colleges in Zhejiang is still the weak part and has turned out to be a mere formality, due to its short educational history and limited experience.Based on the theories of Performance Management , Balanced Score-Card and Target Management, the papaer analyzes the features of adminstrative department at private colleges in Zhejiang Province, and then illustrates the particularity and necessity of the performance management. Meanwhile,aiming at the current situation of performance management at private colleges in Zhejiang Province, it also induces and analyzes the main existing problems and causes.Based on the research and analysis mentioned above, this paper introduces the method of performance management into private colleges, and proposes the solutions to establish the system of performance management for administrative department at the private colleges in Zhejiang Province. That is, taking the performance management process as the time axis and using BSC. it thoroughly discusses the preparation for performance, indicator system, communication, evalutaion, feedback and application of its result, so as to form a complete system .Taking Colleges C as an example, it provides a demonstration of practice designing for its administrative departments and administrative positions.With the new round of educational reform and development, performance management has been applied to college management increasingly and widely as a useful exploration. We hope that the research results can be used as reference to the establishment, implement and improvement of administrative department at private colleges in Zhejiang Province.
