The 11th National Five-year Plan puts forward that the higher education will focus on improving quality and optimizing structure during this period. This means a switch in the strategic emphasis for the higher vocational education, an important portion of the higher education, from external development (expansion) to internal development (quality improvement of construction and talents' cultivation). National Plan for Medium and Long-term Education Reform and Development (2010-2020) clearly states that we should make bold innovations on schooling system and educational management, reform quality evaluation system and Testing & enrollment system.As an important type of the higher education, higher vocational education, owing to a typical linear organizational structure, experienced some difficulties in applying performance management system in practice. In general, because of its new introduction and less colleges which would apply it, performance management in the higher vocational education witnessed a series of problems, such as segmentary positioning and weak awareness in performance management, mislead from traditional management concept, lack of supervision system and so on. Based on humanistic theory, this paper illustrates the status quo, main reasons and measures of performance management in the higher vocational education, delivers an outline for its humanistic management, analyze the controlling points in its process, and proposes some supporting measures for its effectiveness.
