With the new public management movement and the rise of the concept of China's service-oriented government, the requirements of improving government work efficiency and carrying out administrative system reforms are increasingly higher. Citizens ask to look into the effects of every cents of country finance investment, which naturally includes training input towards civil-servants. Definitely, it refers to the topic of training evaluation of civil-servants, which is the most important part of training. Evaluation of training of civil servants can timely identify deficiencies or errors during the training process, also can in time to adjust, correct and improve the training programs, then can maximize the value of civil-servants training programs. However, through the investigation and review of literature, we found that our existing mechanisms to evaluate the training of civil-servants are basically not perfect, it haven't formed a unified system. As a result, based on the introduction of theories and present status of training evaluation development, this article analyzed the necessity and feasibility of carrying out civil-servant training evaluation in China, took the practical experience of foreign civil-servants training evaluation as a reference, also carried out a detailed survey research in Suzhou City, which explored the main problems of present training evaluation system in Suzhou government, finally, according to some of the foreign maturity training evaluation models, the article tried to built a civil-servant evaluation system from three aspects, which are philosophy, policy and technology. In a nutshell, the purpose of this article is to provide a scientific, systematic training approach for the training management department of Suzhou City, to provide the basis for the government to constitute training policies. |
