Training evaluation in the paper is a systematic process throughout the entire training.we can evaluate the change and improvement of the training object after the training,adjust and control the prime training programs according to the evaluation information,and then feed back the result to the relevent department.The main idea of the first chapter is the basic theory of civil sevent training and training evaluation.Firstly,this paper introduce the basic concept of civil servant,the civil servant training system is an important link of Talent development, Emphatically introduce the type and content of civil servent training. Secondly, this paper introduce the basic theory of training evaluation,including the whole procedure and main function, confirm the importance of training evaluation sufficiently.At last,this paper point out the theoretical foundations of training evaluation.The main idea of the second chapter is the existing condition analysis of the civil servant training evaluation in our country.For one thing,the paper confirm the current achievments sufficiently. The main content include the legal framework,the basic principles,the subject,the content,the method and the evaluation indicators.For another thing,the paper induce the current main problems in civil servant training evaluation in our country. Such as the philosophy is out of date, the procedure and content and the evaluation indicators are incomplete,the evaluation subject is imperfect, the evaluation methods are much too simple.In the third chapter,the paper intrduce the practical experience of civil servants training evaluation in western countries and the important reference value to our country. First of all,the paper introcuce the Kirkpatrick's four-level model and modified models of training evaluation;then introduce experience of civil servants training evaluation in USA,France and England.At last,this paper sum up the important experience as follows:Firstly,put the evaluation to the whole training process;secondly,we should make use of many evaluation methods comprehensively;Thirdly,we shuold make good use of the evaluation result;at last,deepen the level of training effective evaluation. In the last chapter,this paper supply many countermeasures according to the current problem.We shuold update the idea of civil servants training evaluation,and Set up the basic idea of Performance evaluation;we shuold regulate the procedure of civil servants training evaluation,implement the training requirement analysis,strengthen communication and feedback for the result of evaluation;we shuold improve the content of civil servants training evaluation,implement the evaluation ahead of training and the evaluation in the process of training;we shuold construct diverse evaluation subject and improve the methods of civil servants training evaluation;at last,we shuold build the indicator system of civil servants training evaluation.
