Along with the promulgation of Civil Servants Law, the Governments pay more and more attention on the training work for the civil servants who are going to work or at work. As a very important part in the whole training progress, the training effect plays a vital role in evaluating the trainings quality and the training content. To ensure training effectiveness and avoid waste of resources, an evaluating system that adequate with the training must be constructed.In recent years, Hebei province pays great attention to on-the-job training of public servants and pay close attention to the training effect. This thesis, with combines the training contents and its characteristic, is aimed at to construct a targeted training effect evaluation system that conform to the actual situation. First, the main words of this thesis are civil servants,civil servant training, training effect evaluation and training effect evaluation system which defines the issues of this thesis. At the same time, this thesis summaries the research findings about the training effect evaluation system both at home and abroad from the five angles of evaluation importance, evaluation model, evaluation content, evaluation manner and evaluation processes. At the same time this thesis points out the theoretical and practical significance of this issue. The core part of this thesis is to construct the training effect evaluation system in Hebei Province. This part mainly introduces the target and principles of the system construction and identifies the main assessment and the operation model. The most important of this part is the selection of the index system and the determination of the weights. By interviewing the Appraise subjective, consulting to the professors, we make sure an adequate evaluation index, and then the professors make sure the index weights by scores. At last we will evaluate the training effect by using the fuzzy comprehensive evaluation.This thesis takes the civil servant training in the He Bei Ji Dong Branch as example. By using the index system constructed by this thesis and by the manner of interview and questionnaire, this thesis makes an empirical study to inspect the training effect, pointing out the existing problems, and puts forward the corresponding opinions and suggestions. At last, this thesis summary the difficulties during the actual operation, and point out the issues that need to be pay attention to in future studying.
