With the development of economy and progress of society, government administration is taking on a tendency of knowledge, information, network and comprehension. Consequently, great importance should be attached to building highly effective training system and relative evaluation system of civil servants.This thesis, with training of civil servants as its research objective and improving quality of civil servants training as its main clue, aims at bettering the image of civil servants and raising the work efficiency of government by means of flexible and highly effective training. On the basis of summarizing the theory and practice of civil servants training, the thesis suggested the theoretical framework from three sides. Firstly, the author generally described the system of civil servants training, including the definition and its character, the components, the structure, environment of civil servants training system. Secondly,the author introduced the meanings, principles, objectives, base idea of building highly effective training system, and analyzed the dynamic of the system. Then the author designed the model of the highly effective civil servants training system and analyzed its operational mechanism. After that, according to the reality of our country, the author suggested eight countermeasures of building the highly effective civil servants training system. Thirdly,to ensure the highly effective operation of civil servants training system, this paper adopts the methods of qualitative and quantitative analysis and initially puts forward the comprehensive evaluation indicator system for civil servants training in our country. Then, the author constructs the comprehensive evaluated model of highly effective training system for civil servants with the fuzzy comprehensive evaluation method. Therefore, the major contribution of this dissertation not only lays in creatively introduction the model and the mechanism of the highly effective civil servants training system but also constructing the comprehensive evaluation indicator system for civil servants training.On the basis of the theoretical framework lined above, the paper verified its rationality and practicality with a case study of Tianjin municipal civil servants training. At last, the author analyses the remarkable problems reflected in the process of system evaluation and on this basis puts forward the optimized solutions to improving the work of civil servants training in Tianjin municipality. In the end, the author summarizes the whole thesis, points out the shortcomings in the research process, and illustrates the future theoretical research and empirical analysis direction in this area. It is concluded in this thesis that by means of reasonably distributing social training resources and improving the training quality of civil servants training, civil servants training in our country will achieve the long-term goal of becoming more and more standard, modern and internationalized.
