With the advent of the "knowledge economy" era, the challenges in the field of social and public services put forward higher requirements for the administrative capacity and efficiency of the government. There is the need to continuously upgrade the quality of junior civil servants. Therefore the civil servants training system is very important. Training effectiveness evaluation has always been the weak link in the civil servants training, it’s in the urgent need to improve. The present paper is taking Beijing junior civil servants as the research group for the study, exploring the road to improve training effectiveness evaluation system.Firstly, in order to in-depth research the basis of theory of training effectiveness evaluation, the paper sort out and compare the important domestic and foreign literature to study the basic theoretical principles of the top-level system design. The basic theories mainly consist of human capital theory, training transformation theory and learning organization theory. After that the present paper analyze the classic Kirkpatrick’s four levels training evaluation model, Phillips five levels evaluation model, CIRO model and CIPP model, absorbing the positive aspects of them, combined with the innovative research results of the domestic advanced training model, thinking the appropriate structure of training effectiveness evaluation system.Secondly, carry on the practice research on the theoretical basis. Investigating the junior civil servants and human resources specialist who is responsible for training in Beijing by conducted a questionnaire survey and interviews. Through these results and data, the paper analyzes the current situation and limitations of Beijing training effectiveness assessment for junior civil servants, and then selecting the key indicators of training effectiveness assessment system based on the result of experts’ grading. The paper could determine the weight of key indicators and do the consistency test by AHP and design a new scientific key indicators system. Finally, the paper also creatively put forward the measures of organization safeguard mechanism and system safeguard mechanism, supporting the implementation of the Beijing training effectiveness evaluation system.
