Private medical institutions is relative to the state-owned public medical institution, at present it is composed by hospitals, community health service centers or stations, clinics, health centers, outpatient departments and so on in China. While in the private medical institutions, the private hospital is the most important part.Private hospital is invested by individuals or groups and established in accordance with the requirements of national health policy under the supervision of government. The private hospital has three main sources: some private clinics developed into a certain scale of hospital; some companies and individuals developed into self-operating or stock cooperative hospital through mergers and funding reform; the joint investment and cooperation of a medical institution established by foreign capital injection.After the reform and opening-up policy especially after entry into WTO, as the deepening of the medical and health system reform, the medical and health services of our country develop rapidly and private hospitals arise at the historic moment. As the improvement of people's living standard, people's demand for medical services also appear diversified, multi-level trend, which provide a broad space for the development of private hospitals. As the important constituent of Chinese medical institution, how to develop and effectively manage the private hospitals has become an important problem.Objective:To learn about the basic and business situations by investigating and analyzing of the private hospitals in Changchun city in 2009 , and compare with the public hospitals. Some suggestions would be offered to answer the questions of the private hospitals. It would be the basic data for the government to make decision and regulations which would be accelerating the development of the private hospitals during the market competition.Method:All private hospitals in the city of Changchun were surveyed by the method of census. The data collected include general status such as structure of staff, scale,bed, equipment, income of hospital. Business status such as total number of patient, number of hospitalized patient, number of discharged patient, etc. All data collected are input with EXCEL, compared with the data of public hospital.Result:There are 77 private hospitals and 87 public hospitals in Changchun city until 2009. And 4498 personnel, 4061 hospital beds, 2.704 billion of equipments total value, 115.8 thousand medical treatments and 85.4 thousand inpatients in these private hospitals. The scale of the private hospitals is smaller than public hospitals. Compared with public hospitals,the number of the doctors , masters and senior technician of private hospitals in Changchun city is smaller.And most of medical buildings of private hospitals are rented. The average value of medical equipment of private hospital is only about 10% of the public hospitals and government financial assistance for private hospital is also smaller than public hospitals. The number of the hospital beds and medical treatments is far less than public hospitals.Conclusion:1. It has been showed that, the private hospitals in Changchun, have developed to some degree and provides varieties of medical services for citizens at different levels. But there are still some difference between private and public hospitals in terms of scales and service qualities. By the time of the end of 2009, there are 77 private hospitals in the city of Changchun.2. The proportion of highly-educated stuff in public hospitals in Changchun is far higher than that of private hospitals, where main source of personal are retired persons and new comers. Further more, the buildings of private hospitals are mostly rented; the total equipment value and the average equipment value of private hospitals are possessed of merely 10% of public hospitals'; the prime income of private hospitals are from medical service and drug, and the number of bed in register, bed in practice, and of patients are all less than that of public hospitals. These might be the key factors that obstruct the qualities and inhibit the growth of private hospitals.The problem in the developing of private hospitals mainly is individual of hospitals as well as the policy. It is high time to take substantial actions accordingly to overcome these problems and help private hospitals develop, such as training and importing experts; setting right service idea and establish management mechanisms. At the same time, the governments should provide financial and political support, the flourish of private hospitals will eventually lead to better service to the entire society.
