Study On Private Medical Institution Status And Development Tactics Of Shandong Province

Background: Private medical institutions supply medical service of different levels catering for various demand of consumers,as a makeup of national medical service system. Though private medical institutions don't come up to the public medical institutions at dimensions,technology and so on, public medical institutions are confronted with survival pressure and competition so as to improve the service quality. The study on private medical institution development contributes to constitute policy to promote persistent and rapid development of private medical institutions.Objective: To know the status by investigating the basic situations such as amount, distribution, classification, structure, personnel, equipment and workload of private medical institutions. To propose feasible ideas by finding out the encountering difficulties and subsistent problems by comparing the private with public medical institutions, Shandong province with national private medical institutions,analysing the main infection factors and exploring the development direction and countermeasures.Method: The basic situation of private medical institution is investigated by inquiry from amount,distribution,personnel and equipment.Then SWOT analysis is carried out based on the data to know about the superority,short,chance and threat. And proposal could be put forward about deep development. As the item of section of shandong Provincial Department of Healthl in 2005, the investigation is transferred to Health Bureau of city or county. All the datum in excel database are analysised with SPSS11.0. Main result: Judging from fundamental condition of Shandong Province private medical institutions analysis, the cities of Shandong Province private medical institutions developed unevenly , the number of private medical institutions in faster economic development of regional is relatively large.The private medical institutions composed mainly on the minitype institutions,such as the clinics,the health clinics.It is mainly on hiring high-end talent of public sectors and new graduates as it's staff, and staffs qualifications relatively low levels. Comparing from the develop condition of Shandong Province private medical institutions to non-private medical institutions, they are both in quantity close, but there are differences in structure. Non-Private medical institutions hospitals and community health service centers are much higher than the number of private medical institutions and non-private medical institutions have the great advantage in places, personel,space and business aspect. Comparing from the develop condition of Shandong Province private medical institutions to nationwide private medical institutions , Shandong Province private medical institutions in number than the national average, the number of beds, beds utilization of outpatient visits, discharged passengers, and other indicators are higher than the national average.Discussion: 1.The velocity of Shandong private medical institution development is low,but the development space is big.2. Private medical institutions mainly provide convinent medical service of common diseases, whereas the diagnosis and treatment of serious diseases depends public medical institutions mostly in shandong.3. Private medical institutions release the deficient subsidy and employment of the students of medical schools to some extent.4.The development of private medical institutions in each city is unequal.5.The development of private medical institutions promote the competition of public medical institutions.6.there are many difficulties in the development of private medical institutions in Shandong. Suggestion: Based on the SWOT analysis, the study propose some measures to the government,medical institution and social institution. To the government: 1.private medical institution should be located accurately.2.to construct good social environments to benefit the development of private medical institutions.3. to enhance supervision and to induce the development healthly. To the medial institution: 1. to establish the right management conception.2.to make the development goal clear and construct a realistic development tactics.3.to ensure the location of function.4.to set up the brand image.5.to improve the credit of private medical institution.6.to operate lawfully.7.to improve the quality of medical service.8.to take effective measures to absorb talented persons.9.to build up the special profession. 10. to provide humanistic services. Social institution should look on private medical institution deliberately. Not only do they eliminate the prejudice ,but also enhance the social supervision to private medical institutions.Conclusions:1. Though private medical institutions have made progress and played a role, there is still a big gap.2. Private medical institutions are necessary in Shandong,but the development need be induced.3. The development of private medical institutions need common effort to creat the conditions.
