| CDC (center of disease control and prevention) is a vital organization in China's public health security system, whose responding ability directly affects the establishment and improvement of national responding system that handles public health outbreaks. Therefore, comprehensive analysis of CDC's ability to handle public health emergencies, location of its characteristics and weak links, and adoption of proper measures are called for to improve the general responding ability of CDCs, and are also the pressing needs so as to promote the government's image and ensure public heath and life safety.On basis of analyzing the current condition and problems of public health events, by employing relevant basic theories of human resources management, by referring to successful experience from related fields at domestic and abroad ,by means of questionnaire and statistic analysis, this essay investigates the human resources condition of CDCs in Jilin Province in accordance with actual situation, analyze human resources of CDCs in Jilin Province on a comparatively complete data basis, in order to provide appropriate method and mind for the improvement of disease prevention and control and to offer suggestions and reference for the development of CDCs in Jilin Province.1. Governments at all levels should transform ideas, keep pace with the times, attach the practice of public health system construction to the actual conditions, and then strengthen the position and function of CDCs.2. accelerate talent squad constructionOn basis of knowledge update, skill improvement and mind transformation, CDCs should plan properly, generally and look into the future. Special attention should be paid to the construction of talents echelon, cultivation of integrated clinical and preventive talents and specialized talents, in order that training and further education be implemented. Work of disease prevention and control at county, township and community level should be strengthened according to Law on Prevention of Infectious Disease and Some Regulations concerning Construction of Disease Prevention and Control System. Training of hygienic administrative staff and staff working in the disease prevention and control system has to be done conscientiously in order to ensure that their knowledge and skills be constantly updated and upgraded. The government should also enhance the construction of key subjects in related scientific research fields, expediting scientific and technology improvement, work out plans for key subjects construction and cultivation of leading talents, form efficient mechanism of talents management, employment and selection.3 .Improve informationization level of human resourcesGovernments should handle correctly the circumstances and task that informationization is facing, implement construction of CDC network application step by step, grasp the characteristics of human resource serving the prevention and control of disease, and transform the achievements of informationization construction into management capability and service capability.4. Optimize human resources and improve hardware constructionCDCs at all levels should make clear the job definition of various staffs and formulate assessment system and corresponding system of encouragement and penalties. Training and assessment system of testing personnel, operators of large equipments and special equipments should also be formulated. These staffs should be given constant training and further education and must get the qualification that their position need. CDCs should also set up files of staffs that records their academic background, skills, training, qualification, work experience, research achievements, essays and awards, etc.This essays points out the main methods of improving disease prevention and control in Jilin Province, and presents the solution of how to strengthen the construction of CDCs'human resources in Jilin Province.
