The professional training for staff of Center for Disease Control(CDC) is an important way to strengthen capacity-building, especially, the Training Quality Assessment(TQA) system is the guarantee and basis for training and retraining, because it plays an important role in every kind of trainings.However,TQA is a weak component due to the absence of theoretical reserve or practical experience.The study to improve the scientific and systematic nature of TOA is a major issue in CDC daily work.In the first part o paper,it aims to ensure the essential status of TOA in professional training by means of listing related definitions.Secondly,the analysis and contrasting of classical models for TOA provides proof for this study. Thirdly, as the case of Ruian CDC,it investigates the deficiencies of training work in term of conception, institutiona and execute based on Kirkpatrick model,then leads to a comprehensive appraisal report and proposes the suggestion for improvement of TOA.
