In recent years, China has gone successively a series of public health emergencies, especially, the 2006 outbreak of avian flu, a comprehensive test of the government's ability to deal with unexpected incidents, the response of this emergency case highlighted the major defect on the emergency management mechanism of the grass-roots government. This thesis use Heishan County government on responding to this public health emergencies-cases of avian flu as the background, interprates the four stages for public health incidents from its' development by the use of emergency management theory. The thesis investigates, analyzes and summarizes the avian flu case of Heishan County and the unexpected incidents of emergency Management measures, which spread it from a point to the whole grass-roots government level, it also points out the government on how to strengthen grass-roots public health emergencies.
