Objective:By researching and analysing the potential risk factors of crisis in a level three comprehensive hospital, the focus point of the hospital crisis appearance is identified and concerning suggestion proposed. The hospital crisis management strategies will be strengthened and crisis will be avoided. The goal is to create better medical service environment and achieve hospital continuous development and better health service to general public.Method:Literature review, case study and questionnaire was applied to analyze the concept and features of crisis and crisis management. The appliance value of crisis management theory was evaluated. Upon the base of theory review, the actual example of Kunshan1st People’s Hospital was carried out. Public hospital crisis management questionnaire was taken among mid-level management team in the end of year2011.The possible factors causing public hospital crisis were thoroughly identified. The suggestion concerning hospital crisis management was proposed, combining with questionnaire data.Result:Along with the medical mechanism reform and soaring expectation in medical service among general public, most public hospitals put great emphasis on medical technology innovation and scale expansion, hospital crisis management was neglected to some extent. Crisis management was originated from abroad, through long time practice and progress, foreign countries have developed a well-established crisis management network. Hospital crisis management in China is relatively weak compared to well established foreign systems. The author has set up public hospital crisis factor investigation form through large amount of reading and relative hospital work experience. The investigation shows that both internal and external factors could possibly cause hospital crisis. The main crisis causing factors in this hospitals are:low level of medical technology, medical accidents and disputes, insufficient government budget, false media report, staff crime and health problem, professional law obedience. Most of the hospital middle-level management staff considered that compared with external factors, internal factors could cause hospital crisis more easily. Hospital quality improvement is the eternal topic of hospital development. Major medical disputes could be avoided to some extent by following regulations and protocols to ensure orderly work process. Hospital managers should pay attention to management knowledge improvement and raise self quality to supervise on hospital development. In the process of talent introduction and hospital development, staff mentality should be focused on through staff caring and humanitarian management. In the aspect of financial management, hospitals should find revenues sources and introduce elaborate management strategies due to national budget status and low financial input in health care.Conclusion:Hospital crisis management mechanism is far from perfect currently. Crisis could exist in every aspect of medical service. Priority should be placed on crisis management in hospital development process afterwards. This essay tries to analyse the inside and outside factors causing crisis and identify the concepts and ideals, i.e.:1Build crisis management team and professional staff, illustrate position description and job target.2Establish crisis report mechanism and pursue early detection, early prevention and early handling.3Raise crisis awareness and include crisis management in hospital culture construction.4Strengthen medical quality supervision, improve medical service standard and build service brand.5Improve public relationship through crisis and establish good relationship with media to facilitate crisis resolve.6Establish dispute management department to serve the interests on both sides of medical staff and patients, improve medical repayment system.7Modify management system and introduce thorough management strategies, make progress in hospital financial status.8Improve research and education abilities of the hospital and strengthen talent management.
