The Emergency Mechanism Construction For County Public Health Emergencies From Perspective Of Crisis Management

Major public health incidents have always been a threat to the health and safety of the general public.Especially into the 21 st century,the frequency of major public health events around the world has increased,and even some of them have led to serious public crises.These events aroused the widespread concern of the whole society and were also taken seriously by the governments of all countries in the world.In recent years,there have been many major public health emergencies in our country,such as the SARS outbreak in 2003,the global outbreak of bird flu in 2005,the tainted milk powder in 2008,the outbreak of HFMD in 2009,the H1N1 Flu outbreak and so on.The number of infectious diseases is also on the rise.Some people sometimes fail to realize that they have been infected with infectious diseases so that they will not be treated promptly and cause great harm to them.Such unexpected public health events have the characteristics of high frequency and great harm.Because of its wide range of spread,the degree of harm,it is likely to cause large-scale deaths,it is extremely destructive.In recent years,due to the huge population in our country,the economic development is not balanced and the development of medical and health undertakings is also different from place to place.Therefore,the emergency management of such public health emergencies has become a problem to be solved by all levels of government in our country problem.With the advent of food hygiene and environmental pollution in our country,the possibility of unexpected public health emergencies is further aggravated.The deteriorating status quo has caused tremendous losses to people's lives and property.Therefore,starting from the need of protecting people's physical and mental health and maintaining the harmony and stability of the entire society,a corresponding emergency management system must be established in response to public health emergencies,so that public health emergencies can be effectively handled.It is exactly because of this situation that we need to study the public health emergencies even more.It is not only a theoretical study but also a theory applied to practice so as to better solve the problem of unexpected health emergencies.At present,the development of China's economy has also promoted the improvement and enhancement of medical care in the county level to a certain extent.However,due to the constraints of objective conditions such as information,technology and capital,the medical environment at the county and township level is not satisfactory as a whole.In the context of relatively backward government governance and lack of experience in responding to such emergencies,Emergency response capacity for responding to public health emergencies remains relatively weak.In order to actively and effectively improve emergency management capacity of county government emergency public health emergencies,this paper T County as an example,for T County in response to the concrete measures of 2017 campus tuberculosis,analysis of the county government in the face of public health emergencies Problems and deficiencies at the time of the incident.Specifically,there are still schools in T County handling the outbreak of TB epidemic malpractice,epidemic prevention and control of the health sector is low,government departments respond to the outbreak of emergency response problems,the analysis of the reasons and found that the current county government departments There are still some shortcomings in dealing with such incidents.First,the mechanism of public health emergencies is not sound,followed by insufficient financial input.Finally,there is a lack of platform for communication and disclosure of epidemic information.In response to these problems and reasons,this paper put forward the corresponding policy recommendations.
