Local Governments In Public Health Emergencies Research On Crisis Anagement ——Take The Novel Coronavirus Pneumonia Epidemic Prevention And Control In Hubei As An Example

The outbreak of novel coronavirus pneumonia in early 2020 was another major public health event after SARS in 2003,which has great impact on China’s economy and society.After the outbreak of the outbreak,under the correct leadership of the Party Central Committee with Comrade Xi Jinping as the core and the joint efforts of the people of Hubei,Hubei won a comprehensive victory in the war of defense.However,throughout the whole process of the epidemic from outbreak to comprehensive containment,there are many deficiencies in the crisis management of public health emergencies in Hubei Province: weak crisis awareness,low early warning and monitoring ability,incomplete legal system,low crisis response ability,lack of collaborative interaction and psychological assistance ability.In the face of all kinds of unpredictable public health emergencies after entering the new development stage,local governments must face up to the problems comprehensively,make up the governance weaknesses and defense system,fully tap the social potential,and constantly improve the level of crisis management ability of public health emergencies.Taking the prevention and control of the epidemic situation of new crown pneumonia in Hubei Province as an example,this paper summarizes the crisis management of public health emergencies of local governments in Hubei Province from theory to practice,this paper analyzes the main problems and causes in the crisis management of public health emergencies,and finally,based on the experience of crisis management of public health emergencies in developed countries and some cities in China,some suggestions are put forward to improve the local government’s ability of crisis management of public health emergencies,which can provide references for this province and other local governments to deal with public health emergencies scientifically and effectively.In the introduction part of the paper,the theme is discussed from the research background,research significance,main innovation points and research status at home and abroad,and the specific ideas and objectives are proposed The first part of the article is to define the concept of crisis management of public health emergencies,according to the crisis management,public governance,coordination theory of the local government crisis management responsibilities,tasks,etc.The second part of the article summarizes the crisis management process of NCP in Hubei Province,and summarizes the current situation of crisis management of public health emergencies in Hubei Province The third part of the article mainly analyzes the problems and causes of the crisis management of public health emergencies in Hubei Province,and the fourth part sums up the advanced experience at home and abroad The sixth part of the article puts forward relevant countermeasures,including the following six points: first,vigorously tamp the foundation of crisis management;Second,Actively Construct Early Warning and monitoring system;third,vigorously improve the legal construction of crisis management;fourth,vigorously enhance the ability of crisis response;Fifth,to promote multi-dimensional coordination and interaction;sixth,to speed up the improvement of the aftercare mechanism.
