This research aimed at the outpatient service system for armyman of military hospitals in the certain military area. The purpose was to establish an applied outpatient service system which met the need of armyman, and a related index system, in order to instruct and promote the construction of outpatient service and guarantee that military hospitals provided good effective convenient outpatient service to army patients with the external service with payment applied. Through literature study, the research found out current progress of outpatient service system, handled new ideas of outpatient service field, realized the status of outpatient service of military hospital and existing problems. According to the design of outpatient service questionnaire, combining the characters of army patients and the fact of military hospitals in the certain military area, a new questionnaire was designed to investigate the degree of satisfaction, expectations and needs of army patients to military hospitals. Based on the questionnaire, followed the service idea of "patient-directed", referring to humanization standard, the construction of outpatient service system of military hospitals was established, with each part's connotation defined. The Delphi method was used to establish evaluating indexes, with the analytic hierarchy process to define the weight of each index.The established outpatient service system accords with the characters of military hospitals in the certain military area, meet the needs of army patients, promote the standardization of outpatient service system of military hospitals and ensure the quality of service. The established index system is reasonable, comprehensive and operable, which is a impersonal equitable method to assess the quality of the service provided by military hospitals.
