Background/Object: Military exercise is an important way to cultivate battle effectiveness. Long-time, high strength, strict requirements and kinds of emergency situations at any time during military exercise is a serious test to mental health of officers and soldiers participating in it. Moreover, natural conditions of North Xinjiang is harsh, such as cold, strong winds, etc. There are also some self-factors of officers and soldiers, such as younger age, relatively immature coping styles, etc. All of that easily produce mental problems. The officers and soldiers with poor mental quality may show too alarmed, poor judgment, and unable to control their behaviors during the military exercise, obviously, it makes bad influence on the military exercise. It’s meaningful to make effective mental service support plan for troops participating in the military exercise in cold area in North Xinjiang. The exploration of mental service support plan for our army is at the starting stage. The primary task to develop the mental service support plan is to determine the main mental health service support personnel. At present, mental health service support personnel in our army contains mental health professionals, military medical part-time psychiatrists, politics labour cadres, etc. We’ve made three alternatives according the difference among the main strength of medical support. Our study is to select the optimum mental health service support plan for troops participating in the military exercise in cold area in North Xinjiang.Methods: Based on the principle of Analytic Hierarchy Process(AHP), all factors which can influence the efficiency of mental health service support for troops carrying out military exercise in cold area in North Xinjiang were systematically analyzed, then setted up hier-archical structure model according this. Relatively judgement matrixs were constructed by comparing the relative important extent of the lower elements to an upper element. We invited 16 decisionmakers( including leaders of the armed forces, medical experts or leaders, disease control and prevention expert, psychology expert) to make a judgment by 1-9 scales method. The consistency of judge matrix was tested, and synthetic weights were calculated. The alternative with biggest synthetic weights was the optimum mental health service support plan for troops participating in the “military exercise” in cold area in North Xinjiang.Results: 17 judgement matrixs were constructed.All the consistency ratios of matrixes were less than 0.1(CR<0.1). The synthetic weights of the preliminary plans:D1=0.5283; D2=0.2923; D3=0.1832. The relative weight of main elements which influence the total target: B1=0.4638;B2=0.1895;B3=0.0482; B4=0.1344.Conclusion: 1.The optimum mental health service support plan for troops troops participating in military exercise in cold area in North Xinjiang is the plan with mental health professionals as the principle element. 2. Security system is the most important influential factor for efficiency of mental health service guarantee during military exercise, which also accord with the principle of mental health service guarantee.
