The research background and purposeThe medical health sector as an important part of the society development, the medication system is the core of the sustainable development of medicine and health system and an important guarantee of social sustainable development. With the rapid development of military health service, the military patients’ medication level enhances unceasingly and the demand for drugs is also changing. Relevant policies about the military medicine and in the process of the policy implementation, there appear some influencing factors which limit the development of the military medical system.This study analyzes the development of the military medical administration system in nearly 5 years and conducts a comprehensive analysis. Based on the stakeholder analysis method to determine the related interest groups involved in the process of execution of the military reasonable medication policy and by using the system dynamics method to establish the military hospital medical system dynamics model for the first time. The model is built to analyze the implementation effects of the military rational medication policy. This study simulates the revision of the medication policy, the policy implementation effects, the military hospital medical system structure and the internal factors’ analysis to evaluate the implementation effect of the military reasonable medication policy and puts forward effective countermeasures and the suggestions to improve the levels of military patients’ medication. In the healthcare reform of the state, it’s important to formulate and revise relevant policies and rules to provide effective opinions or suggestions. This study discusses the military medication policy’s effect evaluation by introducing the research method of system dynamics modeling for the first time and builds military hospital patients’ drug-use quantitative simulation system dynamics model in terms of research methods and data analysis. The data sources2008-2014 China health statistics yearbook, data released by the national bureau of statistics web site; The medical institutions field survey data; 2012- Situation investigation of the medical institutions; The relevant national health policy, literature and works.The research methodsThis paper mainly adopts the combination of qualitative and quantitative analysis method. Literature induction, system analysis, descriptive analysis, expert consultation, stakeholder analysis, econometrics and system dynamics approach are used to analyze the rational drugs policy revision, the military health fee standards and the military hospital financial compensation burden by system analysis and simulated experiments. The results of the study1. In the process of the national medical reform and related policy making, revising and improving, the military rational medication policy has completed two major revisions. But looking from the military patients’ actual use of drugs, the overall drug use level is not high. There are gaps between inpatient and outpatient medical levels and the local medical care patients. The doctors’ prescription problems such as unreasonable using drugs and other problems have hindered the sustainable development of the army medical system.2. Due to the change of the crowd disease and the change of soldiers’ age groups, military patients’ medical drug demand is on the rise. Military patients’ free drug using policy leads to the medical expenses of the military hospital as a financial burden which restricted military patients’ medication levels.3. This study builds a military hospital medical system dynamics model including 37 variables and equations. Model simulation process shows that the soldiers’ actual drug use levels change in the process of revision and adjustment of the military rational medication policy. According to the current situation of military patients’ drug-use level, there is a gap between the local health care patients. Through revising and improving the medical list constantly and improving military patients with availability of drug resources to ensure that the military patients’ drug-use level is improved.the local medical care patients.4. Military medication policy simulation experiment: by changing the hospital doctor medical behavior, adjustment of military medicine list factor, considers the medical system’s changes in the military hospital. Simulation experiments show that on the basis of health investment growth, the changing the drug use behavior and adjusting the military medicine catalogue, the military patients’ medication levels(both outpatient and hospitalization) are expected to increase by 20%, equivalent to5. Put forward the countermeasures and suggestions: the health policy makers should make reasonable and scientific supervisions and evaluation on the effect of health policy. To enhance the investment in health facilities on the basis of actual drug use levels of the military patients, economic punishment should to given to the military hospitals where a big gap between the military patients and the local medical care patients to urge the improvement.
