Objective:By using the " Examination and quantification scoring rules for the sanitary certification of restaurant (2007 version)" and "Supervision and quantification scoring rules for the daily sanitation of restaurant (2007 version)", we examined and scored the sanitation status of restaurant random sampled from the restaurants under the jurisdiction of Changsha Health Bureau (excluding the fast food restaurants and snack bars). The health safety of the restaurants were described and compared based on the standardized scores. We also compared the health safety of the restaurants among four categories, five areas respectively. Based on the comprehensive evaluation of the samples, we make recommendations for quantitative classification of sanitation management and sanitary supervision of the restaurants.Methods:The restaurants under the jurisdiction of Changsha Health Bureau, which have their sanitation certifications for more than one year, are classified into four groups:large-scale restaurant, middle and small-sized restaurant, school canteen, and enterprise canteen.50% of the restaurants were randomly sampled from different kind of restaurants. We examined and scored the sampled restaurants according to "Examination and quantification scoring rules for the sanitary certification of restaurant (2007 version)" and "Supervision and quantification scoring rules for the daily sanitation of restaurant (2007 version)". Evaluations were made based on the facilities, as well as management (software). Two supervisors from Changsha health bureau, who work as health supervisors and have been engaged in food hygiene supervision for more than three years, participated in the field investigation and on-the-sport assessment based on the scoring rules. SPSS13.0, stata and other software tools were used in the statistical analysis, TOPSIS method was used in the comprehensive assessment of the restaurants sanitation.Results:(1) 77 restaurants were investigated. The quantitative scores of daily sanitation supervision and the examination of sanitary certification are more than 60, and all the key items have meet the standard; but the score in large-scale restaurants is the highest; while there is no significant difference among the small and medium-sized restaurants, school canteen, and enterprise canteen; no significant difference was found in health security situation among the restaurants in five districts. (2) The quantitative scores of the sanitary certification was positively related to the scores of daily sanitation supervision, and also strongly positively related to auxiliary sanitation facilities, health management. The quantitative scores of daily sanitation supervision showed a strong relationship with the raw material purchase and sanitation of storage, management of sanitation. (3) The comprehensive evaluation with TOPSIS method make sense and consist with the facts; the result of matchedχ2 test to compare the TOPSIS method and comprehensive evaluation of graded showed that the results of two comprehensive evaluation are different.Conclusion:(1) All these 77 restaurants sampled are qualified; but among the restaurants under the jurisdiction of Changsha Health Bureau, the sanitation status in large-scale restaurants is the best; small and medium-sized restaurants, school canteen, and enterprise canteen are the second; there is no significant difference in health security situation among the restaurants in five districts. (2) To improve the sanitation status of the restaurants, we should pay more attention to the auxiliary sanitation facilities, sanitation management, raw material purchase and sanitation of storage, and so on. (3) TOPSIS method is suitable to valuate on the sanitation of the restaurants; We should pay more attention to supervise the thirth-grade restaurants while simplify inspection for the first-grade ones.
