| After 20 years of medical and health system reform,the principal contradiction of China's medical health is still lack of state investment and rising demand in public health services. But with promulgation of several programmatic documents,such as "Suggestion of CPC Central Committee and State Council on deepening the medical and health system reform","New Country 36" and "Guidance for the pilot reform of public hospitals" in 2009 and 2010,the government begins to implement a new round of medical and hospital reform program. New policies encourage social capital to work in public health sector,develop multi-level,diverse medical and health services,co-ordinate all health care resources in the whole society,improve service efficiency and quality,and meet people's diverse needs in medical and health care.In outside,medium-small public hospitals are facing the group strategy of major public hospitals and the rapid development of foreign and private hospitals,and internally,they are facing the lack of funds , the backwardness of technology and the inefficiency of management. So it is worthy of further study to adopt a right development strategy.In this study,we chose J county People's Hospital of Guangdong Province as the research object,and detail analyzed the Shareholding reform mode. By normative research method ,adding to theoretical analysis and case studies,the reasons,steps,expected results and risk management were analyzed detail. The study concluded that it has to take Shareholding reform to bring social capital to solve the shortage of resources,take Shareholding property right reform and use modern corporate governance structure to address the low efficiency of institution management in public hospitals. In this paper,we conducted a concrete analysis of the Shareholding system reform in J county People's Hospital of Guangdong Province,which has significant practical significance and reference value to the reform of other medium-small public hospitals in other parts of China.In this study,we separated the measures and steps of shareholding reform of J county People's Hospital to four parts: background analysis,strategy development,building of supporting policy and institution,expected results and risk management. After reform,J county People's Hospital will increase three to four times in size,new technology and professional personnel will be introduced and modern corporate governance model will be adopted. At that time,J county People's Hospital will have the ability to supply high-quality medical services to local and around areas of people,and will address the difficulty and high cost problems in medical treatment,further achieve the final target of recovery. |
