Research On The Reform Of The Management Model Of Urban Public Hospitals

There have been some notable cases of public hospital reform in China.This paper illustrates two different practices of “separation of management and operation” and “Mingle of management and operation” by taking two representatives as the research objects,Shenzhen Luohu Hospital Group and The Maternal and Child Health Hospital of Pingshan District.Through the comparative study,it can be seen that the total health devotion of Luohu Hospital Group is more 614 million than that of Pingshan in recent three years;the support of Luohu government is bigger than that of Pingshan.The reform effects of Shenzhen Luohu Hospital Group are more significant than that of Pingshan.It not only gathers the talents at home and abroad,takes advantage in certain areas,including combination of community medical,carrying forward the cultural of traditional Chinese medicine,the reform of the healthcare insurance payment system,classification of diagnosis and treatment,and integration of medical resources advantage,etc.but also increases the power of social health center,develops a strong characteristic specialized subject,appropriate selecting in heavy equipment examination,less excessive medical examination,specialized subject characteristics of drug accounted,further on improving of patient satisfaction and medical service level.According to the large equipment inspection data,calculating workload per capita,with reference to the Luohu Hospital Group per capita workload,put forward the reasonable of allocation personnel.The Separating Management from Enhancement of Luohu Hospital Group reform mode,not only can be worthy of copy and popularizing in Shenzhen,but also can be the provider of some experience for reference to the city health care reform both in other public hospitals in Guangdong Province and the national.
