With the continuous implementation of the new medical reform policy,in order to improve the management efficiency and medical quality of hospitals, and improve the environment and conditions for the masses, some hospitals have gradually joined the ranks of property rights reform. This paper aims to construct an organizational performance evaluation system based on the Balanced Scorecard, and to contrastively analyze the changes of organizational performance before and after the shareholding reform of KME hospitals,so as to provide reference and basis for the hospitals that will carry out the shareholding reform.Firstly, through literature analysis, domestic and foreign literatures were collected to understand and analyze the development trends and connotation of hospital shareholding reform and organizational performance at home and abroad.Secondly,450 employees of KME Hospital were selected through questionnaire survey, and 150 complete questionnaires were received. The data were obtained through quantitative data analysis, and the changes of organizational performance system indicators before and after the reform of KME Hospital as well as the evaluation of employee satisfaction were analyzed. The research results of this paper show that the business efficiency, operational efficiency, medical quality and hardware facilities of KME Hospital have been greatly improved after the shareholding system reform. However, after the hospital reform, many problems have been exposed, such as the shortage of medical staff caused by the rapid expansion of hospitals, the decline of patient experience caused by the soaring number of outpatient visits, and the low efficiency of communication between departments and departments. All these problems need to be solved scientifically and rationally by national policies and hospital managers.
