China's socialist market economy and a new round of medical reform was promulgated, the work of hospital managers a new and higher requirements, the medical industry, "institutional reconstruction" speed also will be accelerated, there has been an unprecedented competitive situation, Hospital professional competition in the market has taken shape, the hospital in order to maintain a healthy competition, rapid development, largely depends on the establishment of an efficient, rational, scientific, able to respond to the challenges of management team. Focus on the construction of the hospital personnel and management, the sustainable development of the hospital in order to provide a strong human and institutional infrastructure to promote the prosperity and development of medical and health undertakings.PurposeAs deepening the health reform, forming of the medical security system and demands for medical services by patients gradually increasing, the speed of medical industry's system reconstruction also will be accelerated at the same time. With the vigorous development of the socio-economic and market economy, the hospital professional competition in the market has began, to bring up a hospital administrative team is the basis of effective hospital administration.ObjectTo understand the current status of hospital administrators in the third class hospitals of Shanxi Province, analyze the influence factors, find the potential problems, and supply advice and policy reference for the Professional construction of hospital administrators.MethodsTaking cluster random sampling method,504 administrators were drawn from 19 third class hospitals in 13 cities of Shanxi Province. The main contents of survey were as following: gender, age, diploma and degree, specialty, length of service, length of administrative service, the current duty, desire of administrative service and the estimation on administrative ability.Results504 valid questionnaires were taken back, including 84 senior managers,420 intermediate managers.There are 87% of managers coming from the clinical science profession. Only 13% comes from the manage profession. Among them 70% have senior professional titles, intermediate professional titles are 23%. The percent of senior managers who obtain postgraduate qualifications are 39.29% is obvious higher than intermediate managers.255 hospital administrators have part-time jobs. Of them 72% work in the technical field five days in a week and 51.74% spend 7-8 hours per day in the technical positions. Then they do not spend time in the administrative work.Professional training:99.41% of administrators considered that the training was necessary, only 0.59% thought no need for training. There are 68.45% of administrators wanted to take training in domestic,63.89% would to spend three months in training. And about the training methods:there are 45.44% in short-term training,20.44% in full-time degree education,19.84% in full-time job.Factors influencing the integrated ability of administrators:(By multiple stepwise regression analysis) Being trained or not, the specialty, the length of service and the profession before administrative work are the main factors that influence the integrated ability of administrators.ConclusionThere are four problems in hospital administrative team of the third class hospitals in Shanxi Province. Firstly, most administrators are those Who transferred from the technical field while there are few professional administrators. Secondly, most of administrators have part-time jobs, especially those are technical staff and many engage in the technical field entirely who engaged in business management.Thirdly, the education level of the administrators is low and only few have degree. The present training can not meet the demand of the administrators' professional study. Fourthly, there is no title in administrative service. Most administrators have high professional titles who engaged in technical fields. And hospital administrators consider that the operation and evaluation of hospital management needs a reform, management systems and models are lack of effect, and there are deficiencies in management cadre selection and appointment mechanisms.SuggestionFirstly, We should change conventional conception and set up scientific management conception. The hospital management plays every important role in the sustainable development of the hospital. We need not only medical scientists but also a lot of professional managers. Secondly, we should reinforce professional management training. Every hospital managers should study throughout the working lifetime. Thirdly, the hygiene relevant authorities should enact scientific policy and establish reasonable professional promotion system. Fourthly, we should speed up the process of the establishment of the construction of system and mechanism for professionalizing hospital managers.
