Post setting management is the important content of personnel system reform, which is crucial to public institution reform and related to public institution’s own development. Developing the research work of public hospital’s professional technical Post setting management can provide scientific management experience for public institution’s Post setting management, which can guide and promote the scientific management of public institution’s Post setting and provide reference for personnel system reform of public institution.This article tries to find out the relevant policies of Post setting management through literature consultation method and design questionnaire to survey the performance of the professionals at all levels in recent years in a large public3A-hospital in Tianjin comprehensively (including publication of papers, developing of scientific research projects and work performance, etc.); and also tries to classify and summarize different staff’s current technical performance at all levels including senior, associate senior, intermediate and primary, etc. According to the research results, study the working performance of all the staff at different levels through using the method of comparative analysis and set relevant policies combining with the posts, analyze and study the influence of professional title policy on staff performance, put forward the job qualifications of different professional posts which are suitable for the development of the hospital.Through the survey and analysis on the current working performance of all the staff with authorized strength in the hospital, unearth their potential and arouse their enthusiasm, improve their academic level and working ability, analyze and study scientifically, summarize the working performance of all the staff in the hospital from "the obtaining time of current professional and technical qualification, the appointment time of current qualification, the completion status of their posts, rewards and punishments, publication of papers, books, scientific research, academic part-time, etc.", reflect the working ability, technical level and academic status of all the staff at different levels in the hospital objectively and fairly. After repeated discussion, finally determine the following conditions as the job qualifications of professional technical posts at all levels, such as "the engagement term of current qualification","qualified for continuing education","qualified for implementing job responsibility ","publication of core journals, Chinese journal articles, SCI papers","research projects above bureau level","research awards above bureau level","clinical director of department or academic leader","tutor of doctor or master","holding post in professional academic group", and " all kinds of talents or experts above municipal level", etc. And again ask for the worker representatives and hospital academic committee experts’ opinions about the proposed job qualifications of professional technical posts at all levels, and further combine the Post setting with professional promotion and working performance, etc. Then we can further improve the qualifications of professional technical posts at all levels and carry out the scientific management of Post setting through multi-aspect multi-level consideration and analysis.
