Research On The Overall Planning Of Medical Security System Both In Urban And Rural Areas In China

Overall development of urban and rural areas is a profound lesson have learned from practice since the founding of our nation and an important strategic decisions have been made according to the characteristics, tasks, and problems of current economic and social development. Overall panning of urban and rural residents' health care is an important part and necessary requirement for all-round development of urban and rural areas. It means adhere to the concept and requirements as we said above and take overall arrangements in designing and construction when building the medical security system in urban and rural areas as a whole unit in order to break the dual health care system, eliminate unfair access to health care between urban and rural areas and establish coordinated development medical insurance system for urban and rural residents so as to protect the health of all people and promote sustainable development of economy and society.First, this paper studies on its related theory in order to lay the theoretical foundation based on the theoretical analysis of the background and significance of urban and rural medical security system. Then historical and comparative analysis methods has been used for an in-depth analysis on the formation, current situation and challenges of the dual health care medical security system in urban and rural areas, pointing out that because the rural-urban dual structure and other factors, there are differences exist between the medical security system and its connecting mechanisms which have a serious impact on the coordination of urban and rural economic sustainable development and social justice. Measures must be taken to tackle these problems. Third, method of case study have been used on researching the mode and practice urban and rural medical security system from home and abroad and summer up beneficial experience on the reform of urban and rural health care system.Finally, this paper put forward a systematic designing program based on the above analysis which advances the overall and phrasal development objectives, guiding ideology, basic principles and four basic content namely security measures, management system, operation mechanism and resource allocation of the medical insurance system in urban and rural areas and hope it can make some contribution to related research and ongoing practice overall medical security of urban areas.
