Objectives:This paper aims to know the status quo of medical security of aging population and their needs through the study on the realities of aging population and the overall planning of urban and rural medical security system in Chongqing, to analyze the influences of the aging population on overall planning urban and rural medical security system and to offer some relevant suggestions so that the rights and interests of the aging population under the system would be guaranteed.Methods:Firstly, documentary analysis, know more about the the medical insurance by reviewing and analyzing the documents of medical insurance of Chongqing’s aging population and universal insurance system. Secondly, questionnaire will be applied to analyze the status quo of the medical security of aging population in Chongqing and to know how the universal medical insurance system works. Thirdly, give a field visit to the pilot of the overall planning medical security to understand how the medical security institutions function. Last, interviewing experts. Analyze the influences that the aging population has on the medical insurance as well as offer some relevant proposal by interviewing experts in this field.Outcome:Status quo of medical security of aging population in Chongqing:1. significant difference exists between urban and rural areas;2. overall planning and potential pension liability are conspicuous during the operation of medical security system of aging population;3. the aging people in Chongqing supports the system actively but they are in short knowledge of medical security system;4. the form of sharing the risks of disease is monotonous. The influences of the aging population on the medical security system:1. the balance may be broken between the income and expense of medical security pension because of the aging of population;2. unfairness in the system may be intensified;3. the aging of population may have influence on the policy making of government.Conclusion:1.Plan the urban and rural medical security system of aging population as a whole.2.Strenthen the government management in medical insurance, including fund-raising capacity, policy propaganda, medical insurance operation ability,etc.3.Establish special medical security system for aging population.4.Raise the level of prevention and treatment of senile disease.5.Accelerate the legislation of medical security.
