The Research On The Overall Planning Of Urban And Rural Medical Secuirty System From The Perspective Of Social Quality

With the development of social economy, as well as the changes in the rulingconception of the government, there is a remarkable achievement in China’s urbanand rural medical security system. However, the system has exposed many drawbacks,which have negative effects on maintaining social fairness and social stability, andpromoting economic development. Therefore, the development and improvement ofthe overall planning of urban and rural medical security system is of greatsignificance.Based on the perspective of social quality, I firstly begin with the four conditionalfactors of this theory to analyze the necessity and reasonability of the research on theoverall planning of urban and rural medical security system, which theoreticallyfounds a basis for this study. Then, through studying a large amount of documents andrelated data, I introduce the current situation of the urban and rural medical securitysystem, and pose some problems we confront during the process of improvement.These problems are mainly as follows: the low level of the entire medical security, thelack of fairness; the separated and inefficient management system; the low level ofoverall planning, the limited participation capability of residents; the omission of thetransferring and renewing mechanism; the low mobility of the labor. Afterwards, Iintroduce the significance of Swedish, German, Japanese medical security systems forChina’s practical situation. Finally, as to the problems in the overall planning of urbanand rural medical security system, I propose the relevant countermeasures and advicesfrom the perspective of social quality. The main contents include: increasing theinvestment in medical security; establishing a unified supervising system; improving the level of the overall planning; designing the reasonable transferring and renewingmechanism.
