Research On The Situation And Development Of The New Rural Cooperative Medical System

Medical security system is an important part of social security system. It can affect people's health and improve national quality. The new rural cooperative medical system is the basic form of medical security system and has the characteristics of Chinese socialist. CPC put forward to speed up the establishment of the social security system which is covering urban and rural residents and to guarantee people's basic living. The peasants are the main body in the new rural cooperative medical system. With guidance and support of the government, following principles which are voluntariness, benefit and moderate, the system raises money by various ways and fights disease through medical assistance. The system is also a way of lightening medical burden and safeguard farmers'health. Improving the new rural cooperative medical system is a part of establishing rural social security system and the current problems which should be solved immediately.Based on the analysis of the background and significance of the new rural cooperative medical system, introducing the research results with the system, related theories as the guide and foundation, this paper studies the current situation and development of the system. Secondly, this paper summarizes rural medical security system abroad, including Brazil, India, Thailand and other typical nation. This is benefit for the system construction. Then, this paper does the empirical research of the new rural cooperative medical system in Jiangyin county, including the related policies of the system, the comprehensive evaluation of its development, effects and problems. Finally, this paper puts forward the suggestions:how to perfect the new rural cooperative medical system, building the rural medical security system, giving more publicity to the system, perfecting the financing mechanism with many channels, constructing the agency of the new rural cooperative medical system and supervising the fundAfter many years, the new rural cooperative medical system gets a lot of remarkable results Due to the short operation, we need time to know the laws and characteristics of the system. Many problems encountered in reality hasn't completely been solved. The task of perfecting the system is still arduous work, which means that the relevant departments and personnel should work together in the long term.
