Study On The Situation And Development Of New Rural Cooperative Medical System

The rural medical security is an important part of our social security system; it represents the improvement of life quality for the peasants and is a basic point for the existence and development of peasantry. However, the reform of the medical security system did not take peasantry into account. The peasants have to afford the medical care completely by themselves with their absolutely lowest income. It is all-pervading that they fall into poverty or go back into poverty during the treatment of the illness.The central government publicized a document titled "The decision of the Communist Party and Central State Department to further strength the rural medical guarantee" in 2002 during the meeting of the rural healthy affair. The government would set up a new rural cooperative medical system i.e. the rural mutual and cooperative medical care system with the intensive illness as the main aim. The government would not only organize it but also lead and support the system. The peasants join it on their own initiatives and the money would be raised by individuals, collectivities and government. After the public of the decision, areas each accordingly initiated the attempt of the system. During the practice they established and perfected the system, the initiative attempts have a positive effect. They aim to set up the new rural healthy system covering the whole rural areas in our country in 2010 to alleviate the economic burden caused by the illness of peasants and improve the healthy level of the whole peasantry.However, as a complicated systematic project, it would meet up with various difficulties and problems.Based on these conditions, I do a research of the rural medical care system from its very beginning to today, analyze it both from the review of its history and the difficulties we are facing now, since I can't analyze the transformation of the system without analyzing its history. The system is equilibrium of the advantages among the peasants, the government and the medical institution under the influence of the policy, the economy, the society and the culture. Seeing from the equilibrium among the peasants, the government and the medical institution, the government faces the pressure of raising money, organizing and managing the fund, the peasants face the choice of whether joining the system or not with their own characteristics and the medical institutions might become the dangerous factor for the continues development of the system because of the lack of supervision. So our research emphasis turns to how to set up and perfect the new rural medical cooperative system, with capable government, willing peasantry and supervised medical institution supporting corresponding medical servings. Combining the quantity and quality method, I analyzed how the new rural cooperative medical care system benefits the peasantry, how it influents the expenditure of the peasantry for their healthy and how it affects the medical institution. By finding out Unreasons of the peasant's benefit, the difficulties for the system and the problems and causations during practice, I eventually put forward the policy suggestions for the new rural cooperative medical system.
