The Research Of The Effect Of New Rural Co-operative Medical System In Xinyang City

Since the 3rd Plenary Session of 18 th CPC Central Committee,our country launched the reform in the field of rural residents' medical treatment insurance comprehensively;rural medical insurance problems aroused people's attention more and more.The new type of rural cooperative medical care system is not only a social welfare system,but also a matter of the people's livelihood projects,the policy is very strong,every region adjust measures according to the local economic development level conditions,and constantly change over time.However,to fundamentally solve the problem of farmers' medical treatment,make the new rural cooperative medical care system work more effectively,and there are many points to improve.This paper take Xinyan city in Hennan province for example to analysis the effect of the implementation of new type of rural cooperative medical care in China,in reference on the basis of predecessors' research results,the implementation effect is evaluated from the 7 categories,18 indexes,using the analytic hierarchy process(ahp)to weight every indexes to make a comprehensive score,so that we can find the deficiencies,and then discusses the causes of these deficiencies,specific measures are put forward for those deficiencies.The first chapter carry on from two aspects: the definition and related theory;The second chapter introduced the development situation of the new type of rural cooperative medical care in Xinyang city,this chapter combine date and the questionnaire,introducing the current situation of Xinyang city about the new type of rural cooperative medical care system from seven terms: ginseng,ginseng to farmer's benefit,medical use of funds,funds management,development management situation and the overall compensation package.The third chapter evaluates the implementation effect of the new rural cooperative medical care of Xinyang city,in accordance with the principle of reflecting public opinion and easy to operate to choose 7 categories,and 18 indexes,using the analytic hierarchy process(ahp)to weight every indexes to make a comprehensive score.so that we can find the deficiencies,and then discusses the causes of these deficiencies,specific measures are put forward for those deficiencies.According to the grading of each target,the fourth chapter discoveries the following problems: actual reimbursement ratio is low,poor health condition,the per capita amount is too low and difficult to choose and referral hospital.The reasons for these problems are following: small range of Security disease,small reimbursement drug catalogue,hierarchical diagnostic medical burden,the investment of government for rural health is insufficient and the loss of talent at the grass-roots level.The fifth chapter Put forward the Suggestions to solve the problem,such as Increase coverage,implementing of the unity of personnel incentive mechanism,to set up incentive mechanism for basic medical service,and some suggestions to solve the difficult of choose and referral hospital.
