The reform of China's health care system has reached a crucial stage, when state security policy of the basic health care system is becoming clear and the financial input by the Government is increasing for the primary hospital. The state-owned county hospital playing the leading role in the Three-level Health Care System in Rural Areas is a key part of the construction and reform of the national health care system. At present, the economic development in China is unbalanced; there are more than 500 state-level poverty-stricken counties and some relatively poor areas. People in these areas have a lower level of income. Local finance is in difficulty and the county hospitals are poorly suported by the government and largely in debt. Referring to the relevant literature, a comprehensive study was made on the basic functions and duties that a county hospital should have, and a survey was carried out on the current operation of three poverty-stricken county hospitals in Chongqing Municipality, the typical status quo of which was clarified in comparison with the duties and functions they should have performed. So the existing problems and possible difficulties in the new round health care reform were put into context of Chongqing which was carrying out the policy of integrity of the urban and rural areas, and the financial input by the government turned out to be one of the key issues in basic health care system reform. An exploration was done in the government responsibilities of the fiancial support to the county hospital, on what and how to invest and the way to supervise its enforcement, hence to guarratee the construction of a good basic health-care system which can offer the public a general beneficial medical service.
