Studying On The Current Situation And Related Factors Of Financial Compensation In Public Hospitals

Background: The reform of public hospital compensation mechanism is the most important factor in the reform of medical and health system,there are many practical problems in the implementation process,for example,what factors should be considered in the compensation process? How to maintain the public hospital public welfare of this positioning down appropriate compensation? How to maintain the public hospital public welfare of this positioning down appropriate compensation?Therefore,it is of great significance to find out the factors that affect the level of public welfare financial compensation in public hospitals and improve the compensation system for public hospitals.Objective: Bases on the understanding of the development and compensation of the public hospitals in the sample area,this study attempts to analyze the current situation of the relevant hospital revenue situation and the basic situation of the government compensation,and find out the existing problems and influencing factors,in order to achieve public hospital public welfare of this goal,to enhance the use of hospital financial subsidies and the next step in the implementation of public hospitals financial subsidy investment program to provide data and decision-making basis.Methods: Through the literature collation,data collection,to describe the statistics of public hospitals operating condition and the basic situation of government financial compensation,and adopts the rank sum test and multiple linear regressionmodel,PEST analysis method,and analyzes the factors influencing the financial subsidy of public hospitals.Results:1.Investigate the results of the financial compensation situation of the hospital.Through the investigation of field data,found that from 2011 to 2015,although the financial subsidies in the ten public hospitals surveyed showed an increasing trend,the share of financial subsidies in the hospital’s income remained at 9%-13%,and there was little change.Secondary hospitals received less financial compensation than tertiary hospitals,the proportion of fiscal compensation income is generally low.2.Single analysis of influencing factors of fiscal compensation.From the rank sum test and S-N-K study results can be seen,the public hospital medical service level,hospital size and expenditure constraints on the public hospital financial compensation has a profound impact,which the higher the amount of medical services,the larger the hospital,the cost of better control of the hospital can obtain a higher the level of financial compensation.3.Multivariate analysis of influencing factors of fiscal compensation.The results of multiple regression analysis showed that the hospital expenditure restriction was the most important influencing factor of public hospitals financial compensation.The coefficient of determination(R2)is 0.668,which indicated that the information contained in the expenditure control situation could explain 66.8% of the results of public hospital financial compensation.It can be seen that public hospitals with better expenditure constraints have received more financial subsidies than hospitals with poor expenditure constraints.4.PEST analysis results.The macroeconomic environment has a great impact on the financial compensation investment,which determines the lifeblood of the financialcompensation input.If the level of financial compensation input and compensation mechanism can be determined from the aspects of policy factors,social factors,economic factors and macroeconomic environment of technical factors,it is possible to improve the rationality and scientific of the allocation of financial compensation,to maximize the effectiveness of financial compensation,so that the hospital healthy development and efficient operation.Suggestions:1.Increasing the financial compensation investment,according to the regional economic development speed to give reasonable compensation,and the establishment of long-term compensation mechanism.2.Further clarify the basic functions of public hospitals,optimize the direction and structure of the government financial subsidies;increasing compensation to the market income is weak,strong public welfare hospitals,to ensure that some remote rural hospitals health services can be developed in an orderly manner.3.Considering the factors that affect the level of financial compensation in all aspects,multi-angle,not only to consider the original impact factors,but also from the overall,long-term development into the scope.4.Actively explore a reasonable,suitable for the development of the region’s financial compensation,broaden the channels of financial compensation,clear compensation standards,additional rewards and punishable financial compensation.5.To start the performance evaluation of the financial input of different levels of public hospitals,to link the performance evaluation results with the financial investment,and to track the capital flow direction and the use of the whole process of tracking,the establishment of government and hospital supervision mechanism.
